Job purpose
This role is focused on keeping rail station operations safe, dependable, and high-performing. The position oversees contractor execution across stations, car parks, and customer service touchpoints, while also checking safety and service standards. It involves working with stakeholders on events and emergency activations, reviewing controller logs and performance information, and turning insights into practical improvements for passenger experience, operational effectiveness, and compliance.
Strategy
- Shape and refresh operating inputs for stations, depots, and rolling stock so that design decisions support safe operations and meet HSE expectations.
- Set, revise, and maintain station operating rules, procedures, and work instructions, making sure concession commitments, KPIs, and international good practice are built in.
- Assess HSQE and risk-management frameworks, along with mitigation plans, and work with QHSE teams on operational risk reviews.
- Prepare and approve annual plans, event schedules, operating timetables, and feeder-bus coordination so capacity is used efficiently and services are aligned across modes.
- Study passenger demand and perform break-even analysis to estimate ridership, reduce crowding, and support future capacity planning.
Operations
- Track contractor performance for station, car-park, and customer service delivery, applying penalties, incentives, and corrective actions when service agreements are not met.
- Review how operator-led improvements are implemented to confirm alignment with approved service-quality plans and operational benchmarks.
- Examine reports on security risks and incidents, follow up on corrective actions, and verify delivery of security performance plans.
- Carry out both planned and surprise inspections of stations, signage, facilities, and employee capability, then escalate issues, monitor closure, and submit routine reports.
- Look into incidents, accidents, and major events; prepare incident reports; require corrective actions; and oversee emergency drills with Dubai Police and other stakeholders.
- Support service enhancement projects, design checks, and procurement lists to ensure readiness, resolve snags, and confirm the quality of station upgrades.
- Work with RTA departments and the Public Transport Corporation to connect rail services with multimodal transport and feeder-bus operations.
- Act as part of the Rail Agency Emergency Management Team and remain available during incidents or service interruptions, carrying out assigned tasks in line with the Gold Commander’s instructions.
Product and process improvement
- Compare station KPIs, security results, and customer satisfaction scores with those of leading metro systems and help drive a culture of continuous improvement.
- Review operational data, incident records, and passenger feedback to suggest facility upgrades, layout improvements, and better ways of working.
- Lead cross-functional projects, audits, and lessons-learned reviews, then update procedures, emergency plans, and risk registers as needed.
Physical working conditions
- This role requires regular site inspections at stations, depots, and interchanges in active rail environments and changing weather conditions.
- The position includes on-call coverage for special events, night shifts, and emergencies to support service continuity and passenger safety.
Qualifications
A bachelor’s or master’s degree in Transportation Engineering, Operations Management, or Urban Planning is required.
Experience expectations are 6+ years for candidates with a master’s degree, or 8+ years for candidates with a bachelor’s degree.
