Senior Director PMO (m/f/d)

Role Overview

Lead the creation and execution of a comprehensive Project Management Framework tailored for a Project Business Model. Establish and develop the Global Project Management Office (PMO) for a global division, aligned with the project business approach. Oversee global operational functions related to Labor, Forecast, Resources, and project delivery practices within a matrix organization. Elevate project management as an end-to-end function and essential capability to ensure operational excellence in the project business environment. Guide the implementation of a new Project Business Operating Model via change management and leadership strategies. Serve as a senior leader and key liaison at both corporate and global division management levels, acting as the Business Process Owner for project management.

Responsibilities

• Architect, design, and lead the rollout of the Project Management Framework supporting a project business structure.
• Establish and grow the Global PMO within a global divisional context in line with the project business model.
• Direct and manage operational activities globally concerning labor, forecasts, resources, and project delivery disciplines in a matrix setting.
• Position project management as a fully integrated, end-to-end operational excellence function within the project business model.
• Define and enable deployment of the new Project Business Operating Model, emphasizing change management and leadership.
• Act as a senior executive and interface partner at corporate and divisional levels, serving as the Business Process Owner for project management.

Qualifications

• Extensive experience managing complex projects within global project business models across critical sectors such as rail, defense, aerospace, space, nuclear energy, and critical infrastructure.
• Proven success in leading large-scale, complex projects with full profit and loss accountability.
• Strong expertise across project management disciplines—including PMO operations, planning, project controls, portfolio management, and technical delivery.
• Proficiency in process management and designing global frameworks within a central organizational capacity.
• Robust background in change leadership and strategy, with the ability to transform operational visions into practical, deliverable projects.
• Skilled at engaging with senior management, building trust, and influencing stakeholder alignment with overarching organizational goals.
• Hands-on approach combining strategic, tactical, and operational efforts that balance immediate business impact with sustainable transformation.
• Progressive leadership experience in project and line management roles, with specialization in global functions tightly connected to project delivery including engineering, procurement, construction, and project management.
