Job Overview
The RMC Supervisor leads and manages operations at the Roads Management Centre during assigned shifts, ensuring safe, efficient, and compliant management of Qatar's road network 24/7. The role involves overseeing the control room team, incident and tunnel operations, authorizing response plans, and acting as the primary escalation contact during emergencies or major events.
Key Responsibilities
- Supervise all RMC operations each shift, maintaining continuous, safe traffic, ITS, and tunnel management across Qatar’s roads.
- Directly manage RMC Team Leaders and Operators, ensuring sufficient staffing and smooth workload distribution.
- Serve as senior authority during incidents, emergencies, severe weather, tunnel events, major planned activities, and critical system failures, following the escalation protocol.
- Approve and oversee traffic management responses including incident plans, diversions, lane control, speed management, DMS, LCS, and tunnel procedures.
- Maintain situational awareness through CCTV, OMNIA/ATMS, SCATS, Tunnel Management Systems, and other operational platforms for timely decision-making.
- Monitor performance metrics such as SLAs and KPIs, implement corrective actions when necessary.
- Ensure detailed and accurate operational records, incident logs, and documentation are maintained and audit-ready.
- Identify and handle quality failures, service credits, and compliance risks, reporting accordingly.
- Coordinate efficiently with Ashghal, MOI Traffic Police, Civil Defence, Ambulance Services, DNMC, Call Centre, maintenance and technical teams during operations and emergencies.
- Manage system faults and alarms by liaising with Service Desk, NOC, or technical support and monitor system availability and impact.
- Support management of planned roadworks, Traffic Diversion Plans, and Road Occupancy Permits ensuring compliance with approved arrangements.
- Ensure effective shift handovers through detailed briefings, documentation, and reporting.
- Monitor adherence to SOPs, policies, emergency procedures, and control room protocols; recommend process improvements as needed.
- Assist workforce planning regarding shift coverage, attendance, leave, and resources for uninterrupted 24/7 operation.
- Coach and assess Team Leaders and Operators through training, feedback, scenarios, and ongoing development.
- Maintain confidentiality and data protection related to operational info, CCTV, and reports.
- Support business continuity, emergency preparedness drills, contingency plans, and post-incident reviews.
- Analyze trends, system performance, and feedback to recommend operational improvements.
- Ensure compliance with Qatar’s legislation, Labour Law, Framework Contract, and ISO 9001, 45001, 14001 standards plus Egis-QBC JV QHSE systems.
Qualifications and Experience
- Bachelor’s degree or diploma in Engineering, IT, Business Administration, or related fields.
- At least 5 to 8 years in IBM Maximo operations, Enterprise Asset Management, asset management, or maintenance coordination.
- Preferably previous experience in road maintenance, highways operations, or Roads Management Centre environment.
- Proven skills in process optimization, implementing best practices via EAM systems.
- Experience in user training, system administration, and end-user support for IBM Maximo or similar platforms highly preferred.
- Advanced proficiency in IBM Maximo including work order, asset management, preventive maintenance, and reporting.
- Strong command of Microsoft Office (Excel, Word, Outlook); familiarity with EDMS or document control advantageous.
- Excellent organizational and time management skills in fast-paced environments.
- Strong analytical abilities, detail-oriented, with effective problem-solving skills.
- Good communication and collaboration skills across diverse teams.
- Ability to perform under pressure, balance competing priorities, and meet deadlines consistently.
