Role overview
RapidShift IT is looking for a senior technical Project Manager to handle complex IT initiatives in Richmond, VA for a 12-month engagement. This role follows a hybrid arrangement with three days per week in the office. Candidates must live in the Richmond metropolitan area.
Key requirements
This position requires a PMP certification and prior experience in a Scaled Agile environment. A VITA certification is preferred. The role also calls for strong verbal and written communication skills.
What the role involves
The Client Asset Management Division needs a project leader who can guide multiple teams and workstreams through demanding delivery timelines. The Project Manager will be accountable for project outcomes and will drive work through the Commonwealth Standard for Project Management across all phases of delivery.

The selected professional will act as a hands-on technical lead working with both development teams and business stakeholders. The position includes coordination with IT leadership on staffing and resource planning, setting expectations for technical and business teams, and supporting collaboration across functions.
This role also includes working with vendors, consultants, and contractors, along with supporting contract coordination and procurement-related activities. The Project Manager must follow client and VITA project governance practices and work closely with both client and VITA PMOs.
Additional responsibilities include maintaining project budgets, schedules, action items, risks, and status updates; sharing information with team members and customers according to the communication plan; ensuring requirements and use cases are documented; facilitating design workshops; preparing test objectives, plans, and test cases; managing milestones and deliverables; tracking progress through clear metrics; and supporting system and application training efforts.
Preferred experience and qualifications
Desired background includes leading large multi-stream projects valued at $10M or more, delivering IT infrastructure work such as networking, physical plant, vendor management, and site provisioning, and managing both Scaled Agile and Waterfall projects. Experience with high-visibility, high-stakes initiatives, external team coordination, and projects delivered within a larger program under PMO governance is also expected. A bachelor’s degree in Computer Science, Systems Engineering, Management Information Systems, Project Management, or Finance/Business is preferred. Relevant certifications include Agile Scrum Master and SAFe Scrum Master, along with PMP and VITA.
Additional information
This is a 12-month contract role with a hybrid work pattern requiring three in-office days each week in Richmond, VA. The assignment is restricted to local candidates who already reside in the Richmond metropolitan area.
