Overview
Our client is seeking an experienced Programme Manager for a contract position based in Wellington until June 2027. The successful candidate will be responsible for creating and leading a Programme focused on defining the organisation's strategic approach to devolution and decentralisation.
Key Responsibilities
- Clarify the meaning of devolution and decentralisation in the context of the organisation and establish a definitive position and strategic direction.
- Develop a comprehensive, long-term strategic roadmap that addresses functions, services, resources, and decision-making processes.
- Evaluate current devolution, decentralisation, and partner-driven activities to find alignment opportunities and future investment areas.
- Engage extensively with both external and internal stakeholders to capture aspirations, opportunities, risks, and the organisation's readiness for change.
- Identify implications related to policy, legalities, funding, governance, operating models, and accountability from increasing service and decision-making devolution.
- Prepare options, recommendations, and investment pathways to support implementation and expansion plans.
- Compile a detailed business case and offer supporting recommendations for executive review and future investment decisions.
Qualifications & Skills
- Possession of a Bachelor’s degree, preferably related to ICT or a relevant field.
- Demonstrated experience in programme management, especially involving complex organisational change and decentralisation initiatives.
