Position Overview
This role is based within the United States Department of Agriculture's Agricultural Research Service, specifically in the Human Resources Division under the Personnel Security and Suitability Branch. The incumbent will offer expert technical assistance alongside advisory support concerning personnel security and suitability programs and operations.
Key Duties and Responsibilities
Deliver direct technical support; guide on operational and programmatic challenges related to personnel security and suitability; process and manage background investigation forms; update personnel vetting information within automated systems; conduct adjudications on employee suitability, fitness, and credentials; prepare responses related to investigative security matters; design and implement security policies and procedural frameworks.
Qualifications and Experience
Applicants must meet specified requirements by the announcement's close date. Qualifications vary by grade level:
- GS-09: Minimum one year of specialized experience at the GS-07 level relating to processing background investigations, suitability determinations, and updating vetting data in automated systems; or possess a master's or equivalent graduate degree, or two years of advanced graduate study in fields such as Security Management, Criminal Justice, Law, or Homeland Security; or a combination of education and experience.
- GS-11: At least one year of specialized experience at the GS-09 level handling suitability and security task management, offering subject matter guidance, and preparing investigative security summaries; or hold a related Ph.D. or equivalent doctoral degree or three years of doctoral-level graduate study; or a combination thereof.
- GS-12: At least one year of experience comparable to GS-11 ensuring completion and maintenance of security documentation, executing adjudications for employee suitability or credentialing, and developing security policies and procedures.
Experience encompasses both paid and unpaid work including volunteer efforts through organizations like National Service programs, recognizing their value in skill development and employment preparation.
