About the Role
This role is based either in Singapore or Hong Kong and involves providing expert guidance and oversight to help the business strike the right balance between operational resilience, service provider risk management, and business continuity duties, while supporting commercial goals, strategy, and adherence to regulations.
The specialist will assist in developing, implementing, and overseeing Liberty's frameworks, plans, registers, and controls related to operational resilience, service provider risk, and business continuity. They ensure business complies with policies and meets regulatory requirements throughout the lifecycle of service provider management and the wider resilience program.
Collaborating closely with diverse teams such as Procurement, Risk, Compliance, Legal, IT, Audit, Operations, Crisis Management, and global and regional partners is a key part of the role. The focus is on monitoring critical operations carried out on Liberty's behalf, adhering to company principles and regulatory standards applicable in Singapore and Hong Kong markets.
Responsibilities
- Work jointly with stakeholders to ensure observance of operational resilience, business continuity, and service provider requirements, including conducting risk, due diligence, and materiality assessments, managing reporting, incident and breach responses, monitoring service provider performance and business continuity plans.
- Manage compliance for Material Service Providers (MSPs) and critical operations, including regulatory filings, contract terms, process mapping, tolerance benchmarks, audits, and governance reports. Maintain up-to-date registers, plans, and resilience documentation.
- Advise on contingency, transition, and recovery strategies for MSPs, critical operations, and overall business continuity.
- Assist business and relationship owners in tracking data health regarding resilience and service provider performance, identify exceptions, vulnerabilities, and gaps, and coordinate remediation plans.
- Support the development, roll-out, change management, and ongoing administration of relevant operational resilience, business continuity, and risk management tools, frameworks, and procedures.
- Contribute to the creation and upkeep of policies, frameworks, standards, plans, playbooks, and procedural documents.
- Promote operational resilience and risk management culture through awareness programs, coaching, training, and stakeholder engagement.
- Provide expert advice and support initiatives related to operational resilience, business continuity, and service provider risk management during projects and operational changes.
- Plan and execute regular testing activities, such as simulations, scenario tests, business continuity exercises, and drills.
- Assist Crisis Management during disruption events by coordinating activities, monitoring tolerance levels, offering advice, handling reporting and escalation, and supporting post-event reviews.
- Collaborate with stakeholders and support regulatory and Line 2 teams with notifications, consultations, and incident reporting tied to resilience and business continuity.
- Help relationship owners identify, oversee, and resolve risks linked to operational disruptions and resilience weaknesses.
- Propose and implement process improvements to enhance resilience outcomes and service delivery.

Experience & Qualifications
- Minimum 3 years of proven experience in operational resilience, business continuity, risk management, or compliance, ideally within insurance; operations experience is an advantage.
- Bachelor's degree preferably in Finance, Commerce, Business, IT, Law, or related disciplines.
- Professional certifications or memberships in operational resilience, risk management, compliance, or governance are preferred.
- Strong understanding of industry processes and regulations, including Singapore and Hong Kong prudential standards, and experience with regulation-led change programs.
- Familiarity with Governance, Risk and Compliance (GRC) tools or other resilience/compliance management software is beneficial.
- Experience creating various reports for operations, executives, committees, or regulators, including incident and post-incident reports.
- Proficient in Microsoft Office suite (Outlook, Word, Excel, Teams, PowerPoint) and database or collaboration platforms for managing documentation and scheduling.
