Main Objective
The Officer - Procurement is responsible for managing the entire procurement cycle, ensuring products and services are acquired cost-effectively, of high quality, delivered on time, and compliant with the organization's approved procurement and contract protocols.
Primary Responsibilities
- Prepare comprehensive RFPs (Requests for Proposals), RFQs (Request for Quotations), and issue Invitation to Bid/Tender letters along with all necessary documentation in coordination with relevant departments and appropriate advertising channels.
- Manage all contract-related documentation to ensure compliance with flydubai and governmental regulations.
- Oversee contract lifecycle management, monitoring vendor performance, handling contract amendments, renewals, and extensions to minimize operational risks.
- Engage in negotiations with suppliers to enhance service quality, reduce costs, or shorten project timelines.
- Collaborate with stakeholders to thoroughly evaluate shortlisted proposals.
- Ensure timely preparation and issuance of all award-related documents such as purchase orders and signed contracts to avoid project delays.
- Maintain and expand flydubai’s approved vendor list, strengthening Supplier Relationship Management for current and prospective suppliers.
- Contribute to and supervise the vendor prequalification process to verify compliance with organizational policies through detailed reviews of documentation like licenses, company profiles, and financial statements.
- Analyze procurement data and develop detailed reports featuring key performance indicators, spending statistics, and cost-saving insights.
- Conduct training sessions for end users on approved procurement systems and procedures.
- Maintain accurate records and documents covering all phases of the procurement process.
Qualifications and Competencies
- Bachelor's degree with 0-2 years of experience.
- Proficiency in both English and Arabic languages.
- Familiarity with procurement-related ERP software.
- Relevant procurement or supply chain certification, such as CIPS, preferred.
- Demonstrates customer focus, teamwork, effective communication, accountability, resilience, and flexibility with a proactive attitude.
Information Security Requirements
Adheres to the company's Information Security Requirements (ISR) policies by reporting incidents or weaknesses as necessary, completing required awareness training, and following security guidelines in everyday operations.
