Role Purpose and Scope

The Manager, Group HSSE (Health, Safety, Security, and Environment) is responsible for overseeing governance and second-line assurance activities related to health and safety across all regions and business units. The role ensures consistent, audit-ready execution of Group HSSE policies and standards, providing oversight and support to country and project teams. Key Responsibilities

  • Lead and manage the HSSE assurance framework, incorporating assurance of Sembcorp's Global Safety Management System (GSMS) at Singapore and international facilities.
  • Plan, conduct, and lead GSMS audits and maturity assessments to ensure alignment with Group policies, standards, and global best practices.
  • Evaluate consistency and effectiveness of GSMS deployment across various business units, geographies, and asset types including power, renewables, utilities, construction, and new energy sectors.
  • Review governance structures, roles, accountabilities, and leadership in relation to HSSE within the GSMS framework.
  • Develop and deliver management reviews in accordance with company requirements and ensure audit actions are followed up and timely closed with responsible parties.
  • Implement a risk-based audit and inspection program (both desk-based and field inspections) to monitor compliance with Group standards; track and ensure closure of findings.
  • Provide independent challenges on risk assessments, method statements, and critical controls such as permits-to-work, lock-out/tag-out procedures, lifting operations, and working at heights.
  • Identify trends in recurring non-conformities and recommend systemic corrective and preventive actions, verifying their effectiveness.
  • Maintain accuracy and integrity of HSSE performance data, covering both leading and lagging indicators.
  • Collaborate with the Group Digital team to promote and scale practical AI and digital safety use cases through piloting and impact evaluation.
  • Facilitate sharing of lessons learned across countries to foster a culture of continuous improvement in safety.
  • Oversee frameworks for incident reporting and investigations, ensuring thorough root-cause analysis and implementation of corrective actions.
  • Design, maintain, and deliver training programs on the global safety management system to ensure comprehensive understanding at all organizational levels, including frontline staff.
  • Engage with Operations, Projects, and Country HSSE teams to support policy implementation and remediate identified gaps through assurance activities.
  • Maintain awareness of regulatory requirements and expectations, particularly from Singapore’s Workplace Safety and Health (WSH) regulatory bodies and other jurisdictions to guide assurance and standards focus.

Qualifications and Experience

  • Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, Risk Management, or related disciplines.
  • Preferred WSH/NEBOSH/IOSH certifications or equivalent recognized qualifications.
  • 10 to 15 years of progressive HSSE experience, preferably in energy, renewables, engineering procurement and construction (EPC), or industrial operations, with exposure to multiple countries considered advantageous.
  • Proven track record working with Singapore regulators such as MOM/WSH Inspectorate, including handling audits, inspections, notices, and compliance follow-ups.
  • Experienced in implementing Group standards across diverse cultural and operational settings and managing change involving multiple stakeholders.
  • Advanced skills in incident investigations, risk assessments, contractor management, and assurance practices.
  • Knowledge of AI and data-driven HSSE tools, with capacity to collaborate with Digital teams to translate technology into impactful outcomes.
  • Excellent communication, influencing, and facilitation abilities, comfortable interacting with senior leadership, regulators, contractors, and operational teams.
  • Strong proficiency in English is essential; proficiency in additional Asian languages is a plus.
  • Willingness to undertake international travel to various sites as required by business needs.
