HSE Specialist II

About the Role

Worley is seeking an HSE Specialist II to support project health, safety and environmental execution at site level in Doha, Qatar. This position is centered on maintaining strong HSE governance across operating plant work and brownfield oil and gas project activities, with regular coordination between contractors, supervisors and project leadership.

The role is highly field-focused, with approximately 80% of the time spent in work areas and 20% in office-based coordination and reporting. It involves active participation in daily planning, direct site oversight, risk reduction, incident response and continuous improvement of HSE performance.

Key Responsibilities

• Join daily planning discussions with implementation contractors to support effective delivery of project HSE requirements.
• Show visible leadership and commitment to meeting HSE goals and supporting contract/project HSE initiatives.
• Stay current on applicable regulations, codes and work practices, and advise the HSE Lead when the HSE Plan needs updating.
• Record and escalate all HSE non-conformities, including unsafe actions, unsafe conditions, incidents and near misses.
• Support Worley and subcontractor supervisors in identifying hazards and organizing work safely.
• Make sure contractors clearly understand project HSE expectations, roles, responsibilities, targets and objectives.
• Provide ongoing guidance, practical advice and coordination on HSE matters.
• Carry out HSE process implementation by spending time in the field, conducting observations, talks, audits, assessments and training, and promoting safe work practices.
• Demonstrate safety leadership by example and influence management at all levels on performance improvement.
• Support accident investigations and prepare follow-up reports.
• Work with the HSE Lead/Manager to confirm that electrical and plant equipment is inspected, tagged and recorded in line with the relevant standards.
• Work with the HSE Lead/Manager to ensure hazardous substances are documented on site with Material Safety Data Sheets (MSDS).
• Monitor the availability and correct use of safety clothing and equipment.
• Maintain records of incidents and injuries, and prepare reports for the project manager, including safety updates and injury data.
• Take hands-on responsibility for the implementation of relevant HSE systems, standards and processes.
• Support compliance with occupational health, safety and environmental laws, as well as customer-specific HSE requirements where applicable.
• Ensure HSE plan requirements are applied consistently across the project portfolio.
• Influence and motivate project teams, customers and contractors to align with the HSE Management Plan.
• Develop and roll out safety initiatives that improve and sustain safety performance and objectives.
• Track activities to confirm objectives are being achieved and trigger corrective action when they are not.
• Monitor compliance with legislation and communicate changes or additions as they come into effect.
• Promote personal well-being and a proactive approach to improving health, safety and environmental performance.
• Provide leadership and HSE guidance to implementation contractor personnel at site.
• Review contractor Job Hazard Assessments (JHA), work permit applications and supporting certificates, and verify that requirements are followed at the job site.
• Ensure site inspection and audit programs are executed effectively.

Requirements

• Bachelor’s degree in an engineering discipline such as mechanical, welding, materials or process engineering.
• Previous HSE project experience in operating plants is required.
• Experience in process plant projects, particularly oil and gas or petrochemicals, along with knowledge of applicable engineering codes and standards.
• At least 7 years of brownfield oil and gas project delivery experience in an HSE Engineer role.
• Ability to work with multiple disciplines, including electrical, process, rotating mechanical, civil, static mechanical and technical teams.
