About the Role

The Health, Safety & Risk Executive is fundamental in fostering a robust safety culture within the Singapore American School. Under the guidance of the Senior Manager of Safety, Security & Operational Risk, this position emphasizes compliance with workplace health and safety regulations, adherence to ISO 45001 systems, supervision of contractors and vendors, risk evaluations, and the promotion of effective safety mechanisms.

Collaboration with school staff, facilities teams, and external vendors is crucial to instill safe work practices and collective commitment to managing risks effectively.

Key Responsibilities

  • Assist in reviewing, applying, and continuously enhancing the institution's Health & Safety Policy across all campus areas and departments.
  • Implement safety protocols aligned with the Workplace Safety & Health Act, Fire Code, and ISO 45001 standards.
  • Support fire safety management by tracking and addressing issued notices and compliance issues.
  • Maintain a centralized archive of risk assessments for varied operational areas including laboratories, maintenance, and renovation activities.
  • Oversee and champion the Permit-to-Work system along with other safety controls for vendors and contractors.
  • Guide staff engaging in high-risk tasks such as chemical handling and working at heights.
  • Carry out site inspections, audits, and checks to detect hazards and ensure correction measures are in place.
  • Aid investigations of workplace accidents, incidents, and near-misses, ensuring proper documentation and reporting to the Ministry of Manpower as necessary.
  • Plan and facilitate emergency drills, fire evacuations, and fire safety compliance activities.
  • Design and deliver safety training sessions including contractor induction, chemical handling, equipment safety, and permit-to-work procedures.

  • Drive initiatives to cultivate ongoing awareness and a proactive culture regarding workplace safety.
  • Manage safety compliance for contractors involved in maintenance, renovations, and summer projects; review and approve their risk assessments and safety methodology.

  • Carry out pre-start safety briefings and enforce corrective actions related to contractor non-compliance.
  • Support upkeep of the Enterprise Risk Register, assist in hazard identification, recommend risk minimization strategies, and monitor implementation.
  • Participate actively in Health & Safety Committee meetings, promoting campus-wide safety initiatives and continuous improvements.
  • Contribute to business continuity and critical incident preparedness planning efforts.

Qualifications & Experience

  • Degree or diploma in relevant fields such as Workplace Safety & Health, Environmental Health & Safety, Engineering, or related areas.
  • Preferably holds a MOM-registered Workplace Safety & Health Officer certification.
  • Demonstrated knowledge in ISO 45001 Occupational Health & Safety Management Systems.
  • Minimum of five years' experience in workplace safety, risk management, and vendor/contractor oversight.
  • Experience managing Permit-to-Work systems, conducting risk assessments, and implementing chemical safety protocols.
  • Proficient in delivering safety training and conducting compliance audits.
