Head of Procurement

About the Role

Our client, a prominent entity within Singapore's public sector, is undergoing a significant transformation and is looking for a highly experienced procurement leader to guide their enterprise-wide Group Procurement function. This role offers the chance to influence strategic outcomes while leading a substantial change agenda.

Responsibilities

• Lead and provide strategic direction for procurement operations across multiple business units and specialized entities.
• Drive a multi-year transformation focused on creating a procurement function that is efficient, partner-oriented, and governance-focused.
• Modernize procurement policies, integrating relevant technologies and artificial intelligence tools.
• Revise operating models and improve service delivery while simplifying processes where feasible and upholding strong governance standards.
• Manage change management efforts, including team reorganization and reviewing skills and capabilities.

Requirements

• Extensive leadership experience in procurement, ideally 20 years in complex, matrixed organizations.
• Experience in Singapore's public sector is a strong advantage.
• Deep knowledge of procurement governance and policies.
• Proven record of leading large-scale transformation programs encompassing people, process, and technology.
• Collaborative and client-focused leadership style with the ability to build trusted relationships with senior stakeholders.
• Excellent communication skills and strong executive presence capable of engaging board-level executives.
