Our mission centers on ensuring fairness in commercial property Business Rates and maximizing income collection to fund essential local services. Role Overview

We seek an experienced and commercially savvy Head of Delivery to fill a newly created senior leadership position. This role involves leading and developing teams, enhancing delivery processes, boosting operational performance, and crafting a scalable, data-oriented delivery framework to support ongoing expansion.

The ideal candidate will balance operational discipline, leadership acumen, and a transformative approach by collaborating with Delivery, Client Management, Product, Technical, and Senior Leadership teams. Key tasks include reviewing current workflows, challenging delivery processes, and applying client insights alongside performance data to drive quality, efficiency, and scalability improvements.

Managing an existing team, the role provides flexibility to restructure, refine work methods, and build capabilities as the department expands. As this is a pioneering role, there is a unique opportunity to establish operational standards and shape the future development of the Delivery function.

Primary Objectives

• Keep Income Maximisation services aligned with client requirements, evolving legislation, and company growth targets.
• Revamp delivery workflows for greater efficiency, precision, and scalability.
• Pursue automation, AI, and data-driven insights to minimize manual labor and optimize outcomes.
• Enhance measurement of client satisfaction, value realization, and service effectiveness.
• Embed a culture of data quality, ongoing improvement, and robust processes to ensure sustained success.

Key Duties

• Develop and execute a unified Income Maximisation delivery strategy in line with company goals.
• Lead transformative initiatives across delivery operations by redesigning workflows, systems, and processes for improved performance.
• Manage consistent, high-quality delivery of Income Maximisation services to clients.
• Elevate operational standards and service effectiveness for core income maximisation activities.
• Serve as the senior liaison among Delivery, Client Management, Product, and Technical teams.
• Take ownership of delivery results across Income Maximisation offerings.
• Maintain and improve standardized workflows and KPIs to boost throughput, accuracy, and client satisfaction.
• Collaborate with Client Management to ensure seamless onboarding, effective communication, and service updates.
• Identify and drive implementation of automation, AI-driven workflow enhancements, and process optimizations.
• Partner with technical and data teams to resolve operational challenges, cutting duplication, manual tasks, and rework.
• Monitor delivery metrics like case volumes, turnaround times, and outcomes; generate reports for leadership insights.
• Oversee capacity planning, resource distribution, and priority setting within delivery teams.
• Lead, mentor, and build a capable team; set clear goals and promote a collaborative, accountable culture.
• Establish competency frameworks, career paths, and succession plans.
• Clarify roles, responsibilities, and cross-departmental collaboration practices.

Qualifications and Experience

• Established leadership in service delivery, operational performance, and data- or technology-enabled services.
• Robust experience managing delivery functions in SaaS, data, GovTech, or public sector environments.
• Proven ability to lead operational transformations, workflow redesigns, and service improvement programs.
• Skilled at converting business objectives into actionable delivery plans with measurable results.
• Excellent stakeholder engagement and communication capabilities across commercial, technical, and client domains.
• Experience utilizing data-driven metrics and dashboards for performance, capacity, and workflow management.
• Strong analytical skills for translating data insights into actionable initiatives.
• Successful track record in building and guiding high-performing teams.

Preferred Skills

• Familiarity with working alongside or supporting UK Local Authorities.
• Experience leveraging automation, AI, and digital tools to enhance efficiency and scale.
• Competence in modern project management, workflow, automation, and reporting technologies like Power BI.
• Background in process improvement, standardization, and operational excellence within growing organizations.
