Environmental Compliance Manager

Position Overview

The Pasco County Utilities Department is looking to hire a dedicated and customer-focused Environmental Compliance Manager. This role involves overseeing and directing all regulatory compliance efforts for the county's water, wastewater, and reclaimed water utilities. The successful candidate will serve as the chief technical and leadership figure, ensuring adherence to various federal, state, regional, and local environmental regulations.

Key Responsibilities

• Plan, develop, and administer all environmental and regulatory compliance initiatives.
• Lead strategic planning for facility operating permit renewals and system upgrades that maintain compliance.
• Manage and guide technical, professional, and administrative teams supporting regulatory, Industrial Pretreatment Program (IPP), Fats, Oils, and Grease (FOG), and Private Lift Station (PLS) initiatives.
• Conduct field studies, facility inspections, and evaluations, proposing corrective actions to boost compliance.
• Oversee permit tracking, monitoring, and compliance reporting systems.
• Direct IPP, FOG, and PLS programs, including standard operating procedures, policies, inspection routines, monitoring, and enforcement.
• Develop multi-year strategic plans with annual objectives and performance indicators, producing executive summaries and regulatory recommendations.
• Manage permitting processes, local limits, inspections, sampling, and reporting responsibilities.
• Lead Industrial Waste Survey operations to identify Significant and Categorical Industrial Users and analyze waste streams.
• Issue and renew wastewater discharge permits ensuring incorporation of prohibitions, categorical standards, and Best Management Practices.
• Maintain and revise local limits based on treatment plant capacity and water quality goals.
• Supervise routine and surprise industrial user inspections, slug control checks, and sampling oversight.
• Administer the Enforcement Response Plan, issuing notices of violations, compliance schedules, penalties, and monitor Significant Non-Compliance cases.
• Implement regulations such as the Dental Amalgam Rule and constraints on hazardous pharmaceutical wastes.
• Liaise with Florida DEP, EPA Region 4, POTW managers, and industrial users.
• Oversee annual budgeting, resource management, and quality assurance/control for compliance monitoring.
• Ensure timely, accurate submission of all regulatory documentation including Discharge Monitoring Reports, Monthly Operating Reports, and annual/reuse reports.
• Respond to notices of violation, consent orders, and enforcement proceedings.
• Manage Sanitary Sewer Overflow monitoring, analyses, regulatory reporting, and notifications to maintain compliance.
• Develop procedures, training, and strategies to mitigate the frequency and impact of sanitary sewer overflows.
• Perform field inspections, operational trainings, and coordinate with regulatory bodies and county personnel to enhance compliance efforts.
• Collaborate with county colleagues and various environmental management agencies at state and federal levels.
• Monitor and provide input on current and forthcoming environmental laws affecting utility operations.
• Incorporate anticipated regulatory changes into capital planning and policy updates.
• Analyze laboratory results, monitoring programs, and facility assessments.
• Interpret regulations, environmental and technical maps, and engineering drawings.
• Undertake additional related tasks as necessary.

Required Knowledge and Skills

• Expertise in permitting and operations of water, wastewater, and reclaimed systems.
• Proficient in interpreting and enforcing federal/state environmental laws and regulations, including county ordinances and FDEP protocols.
• Understanding of utility system operations including treatment plants, distribution, and storage infrastructure.
• Familiarity with categorical standards, industrial user classifications, permitting/reporting, and local limit setting.
• Knowledge of environmental sampling techniques, lab quality systems, wastewater monitoring, and biological treatment principles.
• Ability to interpret complex regulations, write defensible reports, manage enforcement responses, and remediate significant non-compliance.
• Proficiency in reading and understanding technical documents such as maps, blueprints, and diagrams.
• Competence in effectively communicating ideas and data in various formats.
• Skill in evaluating reports and presentations concerning environmental compliance performance.
• Capability to participate in detailed environmental studies and offer actionable recommendations.
• Strong interpersonal skills to build relationships with coworkers, regulatory bodies, and the public.
• Demonstrated leadership, self-drive, teamwork, and eagerness to learn.

Minimum Qualifications

• Physical ability to communicate clearly, perform fieldwork in varied weather, lift/move up to 25 lbs, and handle heavy objects.
• Bachelor's degree from an accredited institution in biology, chemistry, environmental science or engineering, or a closely related field.
• At least eight years' professional experience in water, wastewater, or reclaimed water compliance or project management; or a Master's degree plus six years' experience.
• Mandatory experience with regulatory agency permitting and compliance.
• Proficiency using Microsoft Office and a basic familiarity with GIS technology.
• Valid Florida driver's license required.
• Preferred certifications include Florida Industrial Pretreatment Association (FIPA), Project Management Professional (PMP), environmental compliance certifications (such as CEP, CEM, CHMM).
