Overview
The Maryland State Treasurer’s Office supervises the deposit, investment, and expenditur of all State funds. Within the Treasury Management Banking Division, the Operations unit ensures efficient management of banking systems, streamlining processes, and maintaining compliance with state finance laws. This role leads the Banking Operations unit as Assistant Director, collaborating closely with IT during the organization's transition to Microsoft Dynamics 365, focusing on modernizing business practices and banking services.
Key Responsibilities
- Manage the Operations unit responsible for the administration and security of state banking systems and associated platforms.
- Oversee the processing and transmission of banking files related to fund movements in and out of state accounts.
- Lead educational outreach to state agencies on treasury control policies.
- Ensure audit and compliance activities align with banking contracts and state financial regulations.
- Build effective internal and external relationships to support rapid, high-stakes decision-making.
- Provide hands-on management coupled with strategic leadership to optimize banking operations.
Qualifications
- Bachelor’s degree in accounting, finance, business administration, or related discipline.
- Prior management experience in state financial operations or related systems.
- Understanding of banking industry concepts, including Banking Administration Institute (BAI) standards and banking products.
- Experience with government banking practices and supervising financial teams.
- Proficiency in researching, interpreting, and applying regulatory and audit requirements.
- Strong capabilities in diagnosing operational issues and implementing effective resolutions.
- Advanced skills with Microsoft 365 tools.
Additional Information
Candidates must be prepared to work onsite in Annapolis, Maryland. Selection involves background checks including credit and criminal history. This is an at-will Management Service position serving at the Treasurer's discretion.
