Procurement Engineer

About the Role

China State Construction Middle East (CSCEC) is seeking a Procurement Engineer to become part of their Procurement Team for a new High Rise Tower Project located in Dubai.

Key Responsibilities

• Analyze contract documents to determine material and subcontract work requirements.
• Prepare comprehensive request for quotation (RFQ) packages including specifications, drawings, and Bill of Quantities.
• Solicit quotations from qualified bidders and maintain consistent follow-up with subcontractors and suppliers to ensure submission.
• Assess received quotations for adherence to specifications and project needs, negotiate favorable commercial terms and credit conditions.
• Create detailed price and technical evaluation reports with recommendations for each work package.
• Review technical data from successful bidders to ensure proper submissions and coordinate technical submittals with project teams, ensuring contract compliance.
• Draft contract agreements to formalize selected work packages.
• Coordinate with successful bidders for bank guarantees, including advance payment and performance bonds.
• Provide regular updates on procurement status to team leaders and supervisors.
• Conduct market surveys on current material prices and stay informed about new materials and technologies in construction.

Requirements

• Bachelor's degree in Quantity Surveying or Civil Engineering.
• Minimum of 5 years of professional experience in procurement within construction projects.
