Job description
Overview
This role involves leading the Facility Support Contracts Branch within the Facility Support Contracts Division at Naval Facilities Engineering Systems Command Far East. The Branch Head will oversee the execution and evaluation of multiple service contracts and minor construction projects, serving as a key advisor and point of contact for contracting and public works personnel.
Key Duties
- Assist contracting staff in evaluating contractors' proposals by leveraging previous experience, expenditure data, and established rates.
- Provide expert consultation to supported commands and Public Works Department staff to identify recurring service needs and individual project requirements, including minor construction.
- Develop and maintain staffing plans to manage work execution for multiple contract performance assessment programs and oversee the selection and specification process for various recurring and non-recurring multi-year service contracts.
- Coordinate and manage Facility Support Contracts, handling proposed contract modifications while implementing guidance from Public Works Business Line, FSC Core, and Administrative Contracting Officers.
- Support source selection processes for multiple service contracts and Base Operations Support contracts, as well as oversee minor construction task orders.
- Establish internal policies, operational guidelines, procedures, and work standards aligned with NAVFAC and Commander Naval Installations Command policies.
- Monitor contract quality by evaluating contractor performance, resolving issues, and ensuring timely completion and submission of required reports.
Qualifications and Experience
Applicants must demonstrate at least one year of specialized experience equivalent to the GS-12 federal grade level or comparable private/public sector experience. This includes oversight of Facility Support Contracts and providing technical guidance related to facility services execution and development of construction work packages. Volunteer experience that builds relevant competencies is also considered.
Education and Eligibility
Refer to the Office of Personnel Management for detailed qualification standards. Preference will be given to ICTAP candidates, Military Spouse Preference applicants, and those enrolled in formal training plans. Candidates must provide appropriate documentation to verify eligibility for such preferences and special hiring programs.
