Role Summary
The Facilities Manager will oversee the complete lifecycle of facilities management across ABYAT’s sites in Riyadh, KSA. This role involves managing both hard and soft services to maintain asset uptime, ensure compliance with statutory and HSE standards, control budgets, uphold service quality, and maintain operational readiness. Duties include planning maintenance activities, supervising contractors, maintaining records, supporting minor projects, and ensuring adherence to policies, SLAs, and KPIs.
Key Responsibilities
- Lead delivery and management of hard and soft facilities services across assigned sites.
- Implement approved policies including SOPs, IMS/HSE protocols, permits, risk assessments, and lockout/tagout procedures.
- Translate contracts into site objectives, service standards, SLA/KPI targets, and operational plans.
- Create integrated site plans covering maintenance schedules, staffing, vendor management, consumables, spare parts, and seasonal contingencies.
- Identify critical systems, manage operational risks, and establish escalation and response plans for business continuity.
- Manage preventive and corrective maintenance for HVAC, electrical, plumbing, fire safety, generators, UPS, BMS, elevators, and other critical assets to meet OEM and safety standards.
- Monitor system performance and asset conditions to pinpoint risks and improve maintenance strategies.
- Approve shutdowns, energizations, testing procedures with proper documentation.
- Maintain detailed asset registries including specifications, warranties, criticality, lifecycle, and maintenance history.
- Supervise soft service operations such as cleaning, security, pest control, landscaping, waste and hygiene management, ensuring optimal service standards.
- Set service delivery frequencies, inspection routines, and audit cycles, coordinating additional coverage during peak demands or operational changes.
- Develop scopes of work and RFQs for services and contracts, evaluate vendors technically and commercially, and recommend awards.
- Chair progress and HSSE meetings with contractors, monitor performance, manage non-conformance, corrective actions, and contract renewals.
- Validate vendor invoices and facilitate payment processing in coordination with finance.
- Prepare and manage annual OPEX and CAPEX budgets; monitor expenses and enforce cost-saving initiatives.
- Produce monthly reports detailing maintenance status, SLA/KPI compliance, incidents, vendor performance, budget status, risks, and improvement plans.
- Enforce health, safety, and environmental compliance across all operations, maintaining certifications, permits, and statutory inspections.
- Ensure readiness of emergency systems and conduct drills to comply with audit requirements.
- Maintain a risk register and implement mitigation and contingency measures.
- Ensure integrity of CAFM/CMMS data for all work orders and maintain comprehensive facilities documentation.
- Lead minor projects, renovations, and site mobilizations with full oversight of execution and handover processes.
- Monitor and optimize energy and water consumption, investigating anomalies and implementing conservation measures.
- Act as the primary liaison for all facility-related communications with stakeholders including clients, vendors, authorities, and internal teams.
Qualifications
- A minimum of 8 to 10 years of experience in Facilities Management, with at least 4 years in a supervisory or leadership capacity.
- Proficient in managing complex facilities involving multiple systems and vendors.
- Comprehensive knowledge of hard services covering HVAC, electrical, plumbing, fire safety, generators, UPS, BMS, and elevators.
- Experience managing soft services including cleaning, security, pest control, landscaping, waste, and hygiene services.
- Skilled in preventive and corrective maintenance, asset management, root cause analysis, and lifecycle planning.
- Experienced in contract and vendor management, including RFQs, bid evaluations, and monitoring SLA/KPI adherence.
- Competent in budget preparation, cost control, invoice validation, and variance analysis for CAPEX and OPEX.
- Expertise in CAFM/CMMS systems with a strong focus on accurate data and documentation management.
- Strong understanding of health, safety, and environmental regulations, statutory compliance, emergency preparedness, and audit processes.
- Preferred experience in overseeing minor construction projects, renovations, commissioning, snagging, and project handover procedures.
- Advanced skills in preparing reports, dashboards, and presentations using Excel and PowerPoint.
