Role overview
Commonwealth Treasury is hiring an EL2 Director for the Housing Australia Future Fund (HAFF) Unit to help shape and deliver the Government’s commitment to create 40,000 additional social and affordable homes through the HAFF.
About the area
Treasury supports the Australian Government’s housing agenda by helping improve access to homes that are safe, secure and affordable, while also backing the long-term health of the housing and construction sectors.
The Housing Group handles the legislative design, delivery and administration of housing programs, along with governance and oversight of major institutions in Australia’s housing system. It also contributes to housing forums and supports delivery of housing agreements.
Role purpose
This position provides policy leadership and oversight for HAFF Social and Affordable Housing Senior Debt, including management of the lending relationship between the Commonwealth and Housing Australia.
Key duties
- Drive the rollout and delivery of the HAFF and other priority initiatives, including the related legislation, governance settings and financial arrangements.
- Develop and manage intergovernmental funding arrangements, including Federation Funding Agreements.
- Lead, guide and support a team of 8 to 10 staff members.
- Provide advice to the Minister for Housing and their office on practical implementation approaches and financing options that improve outcomes for the Commonwealth.
- Manage engagement with a wide range of senior stakeholders.
- Present complex financial analysis and policy frameworks clearly to different audiences.
Desirable experience and capabilities
Applicants with a background in housing policy and/or program delivery, together with a strong understanding of the Australian Government’s housing agenda, will be well suited to this role.
The role also calls for strong analytical and problem-solving ability, the capacity to make sense of complex issues, and the judgement to identify workable solutions.
Experience influencing Commonwealth housing policy direction is highly desirable, as is the ability to build productive working relationships with ministers and their offices, Housing Australia, state and territory governments, local government peak bodies, delivery partners, First Nations partners, community stakeholders and financial sector stakeholders.
Additional strengths include financial analysis capability, understanding of Commonwealth budget treatment and accounting, solid project management skills, and leadership experience in a high-pressure environment that includes team development and modelling APS values.
