Our HVDC product division is currently recruiting an experienced Site HSE Manager to join the project team on an HVDC mega-project site.

Role Overview

The Site HSE Manager is accountable for overseeing all Health, Safety, and Environmental (HSE) affairs in compliance with regulatory, corporate, and client standards. This position involves advising, coaching, and supporting the project team to ensure safe execution of large-scale HVDC projects. The role reports operationally to the Site Manager and functionally to the Regional HSE Manager covering APAC/MENA, and is based entirely on-site.

Key Responsibilities

• Support the project team in establishing, implementing, and enhancing project HSE systems including Site HSE Plan, Emergency Preparedness & Response Plan, and Construction Traffic Management Plan.
• Participate in drafting, reviewing, and supporting development of safety documentation such as Risk Assessments, Method Statements, and Permit to Work systems.
• Serve as the main HSE contact for site operations, project management, and coordinate closely with frontline supervisors on HSE-related issues.
• Collect and report both leading and lagging safety indicators to facilitate the preparation of KPI reports.
• Collaborate with various stakeholders, including clients and subcontractor HSE representatives, maintaining solid communication channels.
• Coordinate site activities to identify hazardous simultaneous operations and ensure all such activities are executed under approved Safe Systems of Work.
• Plan and conduct HSE initiatives including Toolbox Talks, safety briefings, practical demonstrations, and emergency drills.
• Offer expert guidance and advice on HSE matters to on-site personnel.
• Lead investigations for site incidents, establishing root causes and corrective actions, and ensure thorough documentation in the Company Incident Management System.
• Analyze incident and hazard observation trends to recommend effective risk mitigation strategies.
• Maintain a visible presence on-site conducting regular focused inspections and engaging actively with personnel about safety.
• Promote and embody the Hitachi Energy HSE procedures and be an active contributor to the site HSE team.
• Act as a key advocate for the Hitachi Energy ‘We Care’ behavioral safety program by coaching and supporting staff.
• Exhibit dedication to environmental compliance by ensuring adherence to related standards, guidelines, and protocols.
• Oversee and verify compliance with site-specific environmental protection measures such as waste management, wildlife conservation, and handling of environmentally hazardous substances.

Required Qualifications and Experience

• Bachelor’s degree in electrical or mechanical engineering.
• Minimum of five years’ experience as a Site Manager on construction projects within the Middle East, especially in the energy sector or comparable industries involving medium to large scale projects.
• Valid professional HSE certification such as NEBOSH or equivalent.
• Extensive practical experience in a similar HSE leadership role on complex project undertakings or comparable contexts.
• Fluency in both Arabic and English, in verbal and written communication.
• Good understanding of ISO 45001 standards; having Internal Auditor Certification in ISO 45001 is considered an advantage.
• Formal training in Incident Investigation techniques.
