Role overview
The City of Winnipeg is seeking a Recruitment Clerk to support its Human Resources, Planning, Property and Development department. This is a permanent, full-time position based at Unit 56-81 Garry Street with a hybrid work arrangement tied to the designated work location.
Work schedule and compensation
Standard working hours are 8:30 a.m. to 4:30 p.m., Monday through Friday. The pay range is $1,798.30 to $2,105.55 bi-weekly, aligned with the Clerk B classification under the C.U.P.E. collective agreement. The employee group is C.U.P.E.

Position summary
Reporting to the Manager of Human Resources, the Recruitment Clerk provides clerical and administrative assistance to Human Resource Consultants throughout the recruitment process. The role includes maintaining recruitment records in PeopleSoft, preparing bulletins, coordinating tests and interviews, and handling other recruitment-related administrative tasks. The position also helps maintain organizational charts and job description files and may support Human Resources Branch labour relations activities, including hearing coordination and preparing letters and other documentation.
Key duties
- Deliver administrative support for recruitment activities from start to finish.
- Enter and update information in the PeopleSoft Recruitment Module while preserving data accuracy.
- Keep departmental organizational charts and recruitment/job description tracking spreadsheets current.
- Maintain the seniority listing and foremanship training list.
- Assist with HR projects assigned by the Manager or Human Resource Consultants.
- Carry out additional duties consistent with the position classification.
Education and experience
Applicants should have post-secondary education in office administration or business administration, or an equivalent mix of education, training, and experience. A Human Resource Management certificate or diploma is considered an asset. The role calls for extensive administrative and clerical experience in a fast-paced environment, including building and maintaining tracking systems. Experience handling confidential records, reviewing and editing documents, and working with PeopleSoft or a similar HR information system, ideally in recruitment, is required. Experience supporting recruitment activities is an advantage.
Skills and competencies
Strong candidates will be highly organized, able to prioritize work and manage multiple tasks in a deadline-driven setting. The role also calls for solid interpersonal skills, the ability to build strong working relationships, problem-solving ability, sound judgment, initiative, teamwork, and clear verbal and written communication skills. Proficiency with Microsoft Word, Excel, and Outlook is expected.
Additional requirements
Applicants educated outside Canada must provide proof that their education is comparable to the minimum Canadian requirement. Foreign credentials must be supported by an official academic assessment report from a recognized Canadian assessment service at the time of application.
Conditions of employment
The selected candidate must remain legally eligible to work in Canada. If a work permit is held, it is the candidate’s responsibility to keep it valid. A police information check satisfactory to the employer will also be required at the candidate’s expense.
