Project Overview
Expo 2030 Riyadh is an international platform aimed at fostering collaboration under the theme “Foresight for Tomorrow,” focusing on sustainable development, innovation, and transformative initiatives. Scheduled from October 2030 to March 2031, it anticipates more than 40 million visits. The six-square-kilometer masterplan involves infrastructure, early works, utilities, and publicly accessible spaces. Bechtel will handle infrastructure management in partnership with Expo 2030 Riyadh Company, overseeing a transition to a mixed-use community development post-event, with sustainability benchmarks in urban afforestation, water treatment, and energy.
Role Summary
The Project Controls Director will bring substantial leadership expertise with a proven background in project management, particularly in Saudi Arabia and the Middle East, managing large-scale projects exceeding $1 billion. This executive will demonstrate deep cultural understanding for successful operation within the Kingdom, as well as senior-level client relationship management success.
Main Responsibilities
- Define operational goals and develop work plans while delegating tasks to subordinates to lead overall Project Controls activities effectively.
- Oversee the creation and implementation of Project Controls procedures aligned with client specifications.
- Lead cost engineering functions including estimating, controlling, and analysis, along with planning, scheduling, risk management, and project reporting duties requiring high technical acumen.
- Direct cost estimating and monitoring activities and develop schedule maintenance, tracking, and recovery plans.
- Prepare and present comprehensive project estimates and forecasts.
- Support organizational and administrative aspects of project management and provide expert guidance for complex cost engineering and scheduling challenges.
- Innovate solutions for cost and scheduling issues and review contractual documents to ensure adequate cost/scope definition and Project Controls compliance.
- Evaluate earned revenue data, financial summaries, project status reports, and project working capital charges.
- Coordinate project reports and dashboards and perform coaching, task delegation, and performance management for Project Controls staff as directed.
Education and Experience Requirements
- Bachelor’s or master’s degree (or international equivalent) with at least 15 years of professional experience; or, alternatively, 21+ years of professional experience without a degree.
- Demonstrated extensive Project Controls experience in KSA or the Middle East, preferably with infrastructure projects.
Required Knowledge and Skills
- Proven leadership in directing cost engineering including estimating, controlling, and analysis.
- Expertise managing planning and scheduling activities, with a focus on development, maintenance, and analysis.
- Experience delivering and training on risk management principles.
- Strong ability in establishing Project Controls criteria and leading personnel management and development.
- Excellent oral and written communication skills with experience presenting to senior management and clients.
- Cultural competence in project management within KSA, including PFSR preparation and delivery.
- Advanced understanding of engineering, procurement, contracts, construction, and startup processes.
- Knowledge of change management and experience in knowledge transfer and local workforce development.
