Position Overview
The Program Management Director role is a strategic leadership position tasked with establishing and expanding the enterprise-wide Program Management practice at Stanley Consultants. This key role connects executive leadership, market leaders, client teams, and project delivery staff to advance high-value advisory services such as program management, owner's representative, PMO, and capital improvement programs (CIP). The director will oversee current programs and personnel, while driving growth with both existing and new clients across multiple sectors.
Key Responsibilities
- Lead development and implementation of Stanley's Program Management practice across all markets and regions.
- Define the strategic vision, growth targets, service offerings, and operational standards related to program management.
- Create scalable business models for services including Owner's Representative, PMO, CIP management, program controls, and construction management.
- Develop repeatable tools, governance frameworks, methodologies, and best practices applicable organization-wide.
- Assess organizational capabilities to identify skill gaps, staffing requirements, and process improvements.
- Advise on strategic hiring, succession planning, and workforce development to support practice expansion.
- Support business development by engaging in strategic pursuits, proposal development, client interviews, and strengthening key account relationships.
- Work closely with market and client service leaders to discover and grow opportunities for large-scale, multi-year program engagements.
- Enhance the firm's industry visibility via participation in conferences, thought leadership, and strategic outreach efforts.
- Provide high-level guidance and oversight to major programs, improving governance, controls, scheduling, risk management, and stakeholder engagement.
- Establish standards for program reporting, financial oversight, quality, and client communication to ensure effective program delivery.
- Introduce program management concepts enterprise-wide, mentoring managers and leaders to adopt best practices and career development frameworks.
- Promote collaboration across geographic locations, technical disciplines, and business units to advance continuous improvement and client satisfaction.
Qualifications
- A bachelor’s degree in Engineering, Construction Management, Business Administration, Public Administration, or closely related field is required; master’s degree preferred.
- Relevant certifications such as PE, PMP, PgMP, CCM, or DBIA are advantageous.
- At least 18 years of progressively increasing responsibility in program or project management, infrastructure delivery, or related disciplines.
- A minimum of 10 years’ leadership experience managing cross-functional teams, programs, or business units.
- Proven track record growing program management and PMO services including Owner's Representative and CIP management.
- Experience engaging with municipal, transportation, water, energy, federal, or industrial infrastructure clients.
- Strong client development and relationship management skills.
- Ability to navigate complex stakeholder environments including public agencies, utilities, contractors, and executive leadership.

Additional Information
Work Environment: Hybrid model requiring occasional travel to client sites, company offices, industry events, and project locations. Travel frequency adapts to business demands.
Physical Demands: Primarily office-based with extended periods seated; includes computer and communication use; occasional walking, standing, and field visits.
