Role Overview
The Product Policy team bridges government policy and digital product delivery. This function supports technical teams in maneuvering through regulatory and policy complexities while assisting public agencies in leveraging technology to enhance public service outcomes.
As a Senior Manager (Individual Contributor), you will shape policy strategies that enable successful technology deployments. Collaborating closely with product teams and agencies, your work will address obstacles, craft pragmatic policy solutions, and ensure digital products comply with regulations, operational needs, and public interests.
Key Responsibilities
- Interpret policy constraints and intents to provide clear guidance for product teams.
- Educate agencies on how product design impacts public policy objectives.
- Advise on balancing user experiences, regulatory compliance, and governmental goals.
- Identify systemic issues affecting digital delivery such as outdated policies or fragmented approvals.
- Collaboratively design solutions that harmonize innovation with compliance.
- Apply systems thinking and backcasting to evaluate long-term consequences of policy and product decisions.
- Engage with multidisciplinary teams including product managers, designers, engineers, legal, and policy experts.
- Coordinate with public agencies to align project objectives and delivery expectations.
- Communicate clearly to both technical and non-technical stakeholders.
- Draft policy memos, notes, and communications that clearly frame product-related policy issues.
- Present recommendations persuasively to internal leadership and external partners.
Qualifications and Experience
- Strong understanding of government regulations, governance frameworks, and public accountability influencing digital initiatives; familiarity with Singapore’s public sector or similar settings is advantageous.
- Experience working with digital product teams, knowledge of product life cycles, and user-centric prioritization.
- Ability to anticipate downstream effects and navigate ambiguity using systems thinking.
- Self-motivated, capable of independently initiating and managing projects in fast-changing contexts.
- Excellent written and verbal communication skills, with ability to simplify complex information and deliver compelling recommendations.
- 6 to 10 years of relevant experience in public policy, product strategy, regulatory affairs, or related domains.
- Proven track record of cross-functional collaboration, policy analysis, and product delivery.
- Backgrounds in public sector work, management consulting, policy and strategy, or technology policy are beneficial.
- Applicants with designations SADs/DDs (MX11, MX11A, MX10-equivalent) from the Singapore Public Service are encouraged; remuneration reflects experience.
