Context in South Sudan
Operating since 1989, IRC South Sudan runs one of its largest country programs addressing conflict aftermaths, climate shocks, and food insecurity. Its comprehensive programs include health, nutrition, water and sanitation, protection and women's empowerment, education, and economic recovery through a network of field offices across several states, supported by emergency and community partnerships.
Position Overview
The People & Culture (P&C) Manager will lead the design, implementation, and continuous enhancement of compensation, benefits, HR information systems, workforce data management, and P&C compliance in South Sudan. This role ensures the program's competitive and fair compensation, accurate HR data management, and strict adherence to South Sudan labour laws, IRC policies, and donor standards.
Key Responsibilities
- Conduct periodic reviews of pay and benefits; develop and maintain competitive, equitable salary structures and benefits schemes including medical insurance, gratuity, leave, and statutory entitlements.
- Oversee payroll and staff benefits administration via supervision of P&C staff, ensuring confidentiality, accuracy, and punctuality for each payroll cycle.
- Manage HRMIS and workforce data systems across Juba and field offices, ensuring data accuracy, timely updates, capacity building, and reporting excellence.
- Ensure compliance with South Sudan labour law, IRC global HR policies, and donor requirements; maintain audit-ready contracts, personnel files, and payroll records.
- Maintain an updated, accurate record management system aligned with IRC's audit standards.
- Prepare and manage comprehensive reporting for South Sudan, including monthly and quarterly updates on diversity, global matrices, HR strategy, and P&C plans.
- Lead periodic compensation benchmarking, workforce data, and compliance reporting for senior leadership.
- Manage and support P&C team members with clear objectives, mentoring, and upskilling.
- Coordinate with legal advisors to remain informed on legal changes and their implications.
- Contribute to P&C strategy development and execute audit recommendations related to compensation, benefits, HRMIS, and compliance.
- Act as deputy to the Deputy Director, People & Culture for relevant matters as needed.
Required Qualifications and Experience
- Bachelor's degree in Human Resource Management, Business Administration, or related discipline; advanced HR certifications are advantageous.
- At least 6 years of progressively responsible HR experience, including 3+ years in mid-to-senior roles focusing on compensation, benefits, HRIS, or compliance within INGOs or similar humanitarian organizations.
- Demonstrated expertise in designing and administering compensation and benefits programs.
- Proficient in HR information systems and workforce data management and reporting.
- Strong knowledge of South Sudan labour laws and donor HR compliance regulations.

Work Environment and Conditions
This office-based position is located in Juba, with approximately 20–30% travel to field offices throughout South Sudan.
