Position Overview
The Development Bank of Jamaica Limited (DBJ) invites applications for a highly capable and seasoned professional to lead as General Manager of Human Resource Development and Administration. This pivotal executive role involves steering the Bank's human capital strategies, optimizing HR and administrative operations, and cultivating a culture of excellence and high performance aligned with DBJ's mission to support Jamaica's development.
Key Duties and Responsibilities
- Direct the creation and execution of the Human Resource Development and Administration (HRDA) Strategic Plan and Balanced Scorecard that support DBJ’s broader corporate goals.
- Develop and enforce HR policies, systems, and procedures organization-wide while ensuring staff are well-informed and comply with industry best practices.
- Manage comprehensive recruitment and selection processes, craft talent management initiatives, and lead onboarding and orientation activities.
- Oversee salary structures, benefits programs, and performance management systems, negotiating renewals and designing attractive packages to secure and retain talent.
- Lead administrative and facilities management encompassing property, registry, security, cafeteria, and office services to maintain a safe and efficient working environment.
- Continuously enhance procurement procedures adhering to Government of Jamaica regulations, ensuring necessary goods and services are procured effectively.
- Ensure compliance with employment laws, safety protocols, and regulatory standards while keeping the Staff Policies and Procedures Manual current.
- Champion development and regular review of the division’s Disaster Preparedness Plan, ensuring it aligns with the Bank’s overall strategy.
Qualifications and Experience
- Postgraduate degree in Human Resource Management/Development, Psychology, or an MBA specializing in HR.
- Certification in Industrial Relations.
- Procurement certification, preferably Level 4 INPRI.
- Proficiency in applying HR metrics for strategic decision-making and executive reporting.
- Experience implementing and managing HR Information Systems (HRIS).
- Comprehensive understanding of HR best practices, employment law, compensation frameworks, and talent management.
- Demonstrated leadership skills with a proven ability to mentor teams and elevate performance across diverse areas.
- Expertise in relationship management, coaching, conflict resolution, and leading change.
- Strong organizational and project management capabilities.
- A minimum of 10 years relevant post-qualification experience, including at least 5 years in senior management roles, ideally within the public sector or equivalent-sized institutions.
