CoE Manager

Role Overview

Lead and expand the Albania Centre of Excellence (CoE) based in Tirana, overseeing 15 to 20 engineers across both software and hardware development divisions. Deliver cost-efficient software, devices, and equipment to support customer contracts and product strategies. Align development roadmaps with the priorities of the Solutions Delivery team. Ensure compliance with SICPA's standards for development, security, quality, and regulatory requirements.

Monitor product lifecycle by anticipating upgrades and preventing obsolescence to sustain solution longevity. Enhance the performance, consistency, and responsiveness of the development teams. Cultivate a skilled and engaged workforce through technical leadership and accountability. Establish and coordinate partnerships with local suppliers to supplement capacity or acquire specialized expertise.

Track and report on development metrics including capacity, delivery, quality, and cost. Collaborate closely with global SICPA CoEs to maintain uniformity and promote resource reuse. Manage outsourcing and subcontracting budgets to cover fluctuations in demand.

Qualifications

• Advanced degree in engineering, computer science, or equivalent professional experience required.
• Over 10 years managing engineering teams in software and/or hardware development.
• Demonstrated leadership within international matrix organizations.
• Excellent communication, leadership, and interpersonal skills to harmonize various stakeholder interests.
• Strong ownership and commitment to delivery and team development.
• Expertise in planning, prioritization, and performance management.
• Commitment to quality through test-driven development and design considerations.
• Familiar with Agile and Scrum methodologies, adept at implementing them in combined software and hardware contexts.
• Fluent in English, both written and spoken.
