Introduction
This Special Appointment role serves at the discretion of the Appointing Authority within the Department of Public Safety and Correctional Services (DPSCS), one of Maryland's largest state departments employing around 12,000 staff with a budget exceeding $1 billion. Position Duties
The Maryland Police and Correctional Training Commissions (MPCTC) Leadership Development Institute is seeking a Senior Instructor to lead high-impact training designed to develop future public safety leadership. This position is charged with the strategic management, design, and delivery of training programs compliant with the Code of Maryland Regulations (COMAR) for police and correctional officers, emphasizing the transition from theory to applied leadership through in-person and hybrid courses.
Key Responsibilities
- Innovate and update curricula for executive and supervisory leadership training, including practical exercises and assessments.
- Facilitate classroom and hybrid learning environments to meet specific training goals and ensure participant engagement.
- Oversee training schedules, coordinate with external trainers or vendors to optimize resources and instructional delivery.
- Maintain accurate and comprehensive records of training activities and learner progress.
- Ensure all training content complies with COMAR standards maintaining educational excellence.
- Provide mentorship and technical support across MPCTC units promoting unified public safety training across the state.
Minimum Qualifications
- A Bachelor's degree from an accredited institution.
- At least five years of experience working within a public safety agency.
- Allowable substitutions include additional professional experience in lieu of education on a year-for-year basis or military commissioned officer experience performing staff administrative duties.
Selective Qualifications
- A minimum of two years' experience as a First Line Supervisor or Administrator in a public safety setting.
- At least two years’ experience in developing and delivering COMAR-mandated courses such as First Line Administrator, First Line Supervisor, or Basic Instructor programs.
- Current MPCTC Instructor Certification or eligibility to attain certification within six months post-hire.
Preferred Qualifications
- Completion of public safety leadership courses including First Line Supervisor or Administrator training.
- Proven success in planning, organizing, and implementing training initiatives for public safety agencies.
- Experience in ongoing curriculum revision and quality assurance to maintain alignment with evolving standards.
Special Requirements
Fluency in English (spoken and written) is essential. Effective, respectful communication with individuals from diverse backgrounds in both confinement and community settings is necessary. Proficiency in additional languages such as Spanish, Mandarin, or Korean is considered an asset.
Selection and Examination Process
