Position Overview
This role supports the Maryland Department of Health's Residential Institute for Children and Adolescents (RICA) Baltimore site by managing essential administrative functions alongside the Chief Executive Officer and the Executive Board, fostering a family-driven, youth-centered environment. The position involves acting as the CEO's Executive Assistant, preparing reports for public and private entities, overseeing facility policies and procedural documentation (excluding Human Resources), maintaining organizational charts, and compiling statistical data related to residential treatment centers.
Responsibilities also include supervising secretarial staff at the front desk, managing facility supplies for administrative support services, serving as the official timekeeper for the administrative wing and secretarial teams, providing strategic consultation to the Executive Board on policies, and liaising regularly with officials from public and private sectors on behalf of the CEO.
Minimum Qualifications
- High school diploma or equivalent certificate from an accredited institution.
- Three years of experience in administrative or professional roles.
- Substitutions allowed: Up to two years of experience may be replaced with 30 college credit hours per year; a Bachelor's degree can fully replace experience requirement; relevant U.S. Armed Forces commissioned officer experience may also count towards experience requirement on a year-for-year basis.
Preferred Qualifications
- Proven track record providing high-level administrative and operational support to senior leadership, including implementing policies, reporting, managing organizational functions, and coordinating daily activities.
- Strong skills in prioritizing multiple tasks, problem-solving complex issues, and maintaining confidentiality in dynamic work settings.
- Familiarity with information management systems and proficient use of Microsoft Office applications, ideally within healthcare, residential treatment, or similarly regulated environments.
Licenses and Certifications
Operates motor vehicles as part of job duties, requiring a valid Maryland state driver's license.
