About the Role

The Trade and International Economic Relations (TIER) cluster is dedicated to shaping Singapore's foreign economic policies and promoting its economic priorities in the global marketplace.

Key Responsibilities

The ASEAN Division focuses on enhancing economic ties within the ASEAN region to stimulate growth opportunities for Singapore businesses and workforce. This involves fostering increased movement of goods, services, investments, data, people, and ideas to bolster the regional economic system.

The role entails negotiating and assessing regional agreements within ASEAN that aim to reduce tariffs, eliminate non-tariff barriers, improve trade facilitation, increase service flows, enhance the digital economy, and tackle sustainability challenges. Beyond free trade agreements, the division initiates new cooperation forms to broaden economic engagement through capacity-building efforts and partnerships.

The role also requires close collaboration with ASEAN member states and external partners, including countries like Australia, Canada, China, the European Union, India, Hong Kong, Japan, Korea, New Zealand, and the United States. Engaging with stakeholders such as business councils and research bodies to boost awareness and maximize benefits from ASEAN’s agreements is a critical component.

An emphasis is placed on human capital development, offering opportunities to represent Singapore at Free Trade Agreement negotiations, analyze developments, and spearhead initiatives that enhance integration within the ASEAN Economic Community (AEC). Trade officers develop specialized skills either in goods or digital economy, services, and investment domains, gaining valuable experience in negotiation, policy formulation, and strategy development amid a complex global economic landscape.
