Project Procurement Manager

About the Role

We are seeking an experienced Project Procurement Manager based in Doha, Qatar, specializing in EPC and Oil & Gas offshore/onshore projects. This permanent position involves leading the procurement function for large-scale projects, ensuring timely and compliant delivery of materials and services.

Key Responsibilities

• Formulate and implement procurement strategies tailored to specific projects, while guiding and supporting the project procurement team including buyers, expeditors, and logistics personnel.
• Oversee the complete procurement process from sourcing and tendering to bid evaluation, negotiation, contract awarding, and issuing purchase orders.
• Manage expediting activities to guarantee the timely arrival of critical and long-lead items by collaborating closely with engineering, construction, and quality control teams.
• Qualify suppliers, negotiate key contracts and framework agreements, and handle commercial disputes, claims, or delivery delays effectively.
• Coordinate with logistics and customs teams to facilitate smooth delivery to sites while ensuring full compliance with company policies and relevant regulations.

Requirements

• At least 15 years of progressive procurement experience within the EPC and Oil & Gas sector, including a minimum of 5 years in offshore project environments.
• Minimum 5 years in leadership roles involving project procurement management.
• Demonstrated success managing procurement for substantial EPC and oilfield projects.
• Extensive knowledge of international shipping, global logistics, and Oil & Gas customs procedures.
• Experience using ERP systems such as SAP and project management software.
