Role Overview

The Officer will support the credit and debit card issuance unit by managing daily operational tasks in compliance with QNB Group procedures. Responsibilities include transaction processing, settlement, and reconciliation of card accounts. The role also encompasses handling merchant operations with contracted entities, ensuring adherence to internal controls, procedures, and regulatory standards.

Key Duties

  • Establish and maintain effective processes for identifying and resolving losses or errors promptly.
  • Operate within assigned authority limits and promote cost efficiency and productivity.
  • Collaborate with client personnel, vendors, and consultants throughout the merchant onboarding and operational phases.
  • Respond to merchants’ inquiries, document service requirements, and customize solutions accordingly.
  • Communicate relevant feedback to business unit managers to advise on necessary actions.
  • Assist customers with product-related queries and grievances.
  • Maintain service levels as per internal agreements to improve turnaround times.
  • Build strong inter-departmental relationships to meet group objectives.
  • Provide detailed and timely information to auditors, compliance teams, and financial control units.
  • Adhere closely to card processing policies and applicable Central Bank regulations.
  • Report suspicious transactions to supervisors, Compliance, and Internal Control heads as appropriate.
  • Verify debit/credit card issuance processes following Group protocols.
  • Manage card dispatch procedures to ensure prompt delivery within agreed timeframes.
  • Process applications, generate PINs, emboss and encode cards accurately.
  • Ensure daily transaction postings and reconciliation meet operational standards.
  • Coordinate with external networks like Visa and MasterCard to resolve disputes beyond the bank’s scope.
  • Handle merchant activities according to established payment processing guidelines and regulatory requirements.
  • Monitor settlement compliance with local and international regulations and card association rules.
  • Identify and escalate processing exceptions to Credit Operations Management.
  • Oversee daily processing of e-commerce and point-of-sale merchant files ensuring accurate uploads into relevant systems.
  • Prepare and reformat MICROS and AMEX card files using dedicated banking systems to ensure compliance.
  • Generate electronic merchant statement certificates and securely distribute them by email.
  • Comply with all legal, regulatory, and internal compliance mandates including AML, sanctions, data protection, fraud control, whistleblowing, and conflict of interest policies.
  • Participate in mandatory training sessions as required by the bank.
  • Maintain confidentiality of sensitive customer and internal information, restricting access to authorized senior management, audit, compliance, and regulators only.

Qualifications & Experience

  • 2 to 4 years of operational experience within a large banking environment, preferably in cards or merchant operations.
  • University degree in Banking, Finance, Accounting, Economics, Business Administration, Information Technology, or a related discipline.

Required Competencies

  • Proficient in verbal and written English; additional fluency in Arabic, French, or a relevant local language is advantageous.
  • Understanding of collection rules, regulatory frameworks including AML guidelines, and best industry practices.
  • Familiarity with central cash operations and merchant services.
  • Strong multitasking capabilities in high-pressure environments with strict deadlines.
  • Detail-oriented with solid analytical and problem-solving skills.
  • Professional demeanor with effective forward planning abilities.
  • Competence in MS Office applications.
