Technical Analyst

About the Role

We are looking for a Technical Analyst to join a multifaceted federal government project focused on content management and enhancing digital experience across numerous integrated workstreams. This role is writing-intensive and embedded, where the chosen candidate will take charge of drafting requirements documentation from gathering through to stakeholder approval. Collaboration will be daily with developers, content strategists, and accessibility experts to update and improve the agency’s public-facing digital platforms.

Key Responsibilities

• Take ownership of authoring detailed requirements documents such as Business Requirements Documents (BRDs), functional and non-functional specs, user stories, use cases, process flows, and acceptance criteria, along with upkeep of the requirements traceability matrix throughout the design, development, and testing stages.
• Lead sessions to gather and clarify requirements with program stakeholders and technical teams, resolve conflicts, identify gaps, and handle dependencies across projects.
• Write and manage user stories, epics, and backlog items within JIRA, ensuring alignment with the agency’s digital goals and compliance with federal regulations like the 21st Century IDEA Act, the Plain Language Act, and Section 508.
• Act as a Certified Scrum Master: facilitate sprint activities, assist the Product Owner with the backlog prioritization, and monitor sprint progress and scope variations.
• Document requirements related to Drupal CMS including content types, workflows, metadata standards, and system integrations; support API documentation and analytic needs using tools like DAP, Google Analytics, Domo, and Tableau.
• Lead analysis for digital accessibility requirements based on WCAG 2.1 AA and Section 508 standards; participate in compliance testing with tools such as ANDI, axe DevTools, and screen readers like NVDA and JAWS.
• Build and maintain strong relationships with Contracting Officer Representatives (CORs) and program office leads; clearly convey complex technical details to diverse audiences, from executives to working-level staff.
• Note that UI/UX design and wireframe production are handled by specialized design teams and are not part of this position.

Required Qualifications

• Must be a US citizen.
• Bachelor’s degree in IT, Business Administration, Computer Science, Communications, or related field.
• More than 6 years of experience in business or technical analysis, specifically with federal web or digital modernization projects.
• Certified Scrum Master (CSM) or equivalent Agile certification.
• Proven experience in leading complex requirements documentation within Agile/Scrum frameworks.
• Understanding of Section 508/WCAG 2.1 AA standards, REST API concepts, basic HTML/CSS, and CI/CD workflows.
• Proficiency with JIRA and Microsoft Office 365; excellent technical and non-technical written communication skills.
• Exceptional organizational capabilities, detail-oriented approach, and the ability to manage several deliverables independently.

Preferred Qualifications

• Experience working with Drupal CMS including content types, workflows, metadata schemas, views, and integrations.
• Knowledge of the 21st Century IDEA Act, US Web Design System (USWDS), and federal content strategy/plaining language standards.
• Familiarity with human-centered design methodologies and federal agency work environments.
• Experience in drafting requirements for AI/ML features, search, personalization, or chatbot integrations.
• Advanced Agile or Business Analysis certifications such as A-CSM, SAFe SM, CBAP, PMI-PBA, or similar.
