Role Overview

This supervisory position involves leading an interdisciplinary branch comprising environmental engineers, specialists, assistants, and contractors. The role includes researching technical literature and government policies, coordinating with senior division chiefs and the Corps of Engineers to assess construction impacts on the environment, and managing environmental compliance surveys and studies.

Key Duties

Conduct detailed analysis of technical and policy documents related to environmental compliance.
Collaborate closely with engineering and planning divisions and government entities to evaluate environmental effects of construction projects.
Oversee and guide a team of 5-10 direct reports plus approximately 20 supporting contractors.
Plan, execute, and supervise environmental compliance evaluations to determine conformance with regulations alongside various agencies and contractors.

Employment Conditions

Occasional Temporary Duty (TDY) or business travel requirements.
Subject to suitability determinations following comprehensive background investigations.
One-year probationary period unless previously waived; probation includes assessment of supervisory capabilities.
Mandatory pre-employment and annual physical exams to maintain fitness for duty.
Requires valid driver’s license from any U.S. state or possession for official vehicle operation.
Financial conflict of interest disclosure required pre-employment and annually thereafter via OGE Form 450.

Qualification Requirements

Citizenship: Applicants must be U.S. citizens.

Educational Background: A bachelor's or higher degree in engineering accredited by ABET or meeting equivalent rigorous course criteria in engineering or physical sciences is required. Alternate qualifications include professional engineering registration (EI, EIT, PE), successful completion of engineering licensure tests, or equivalent academic and professional engineering experience. A degree in physical science or related fields (e.g., mathematics, physics) with sufficient coursework and experience may be accepted.

Specialized Experience: At least one year of specialized experience including managing environmental compliance programs, budget and work plan development, and administering National Environmental Policy Act (NEPA) programs, typically at GS-12 level.

Education substitutions for experience are not permitted; all qualifications must be met through experience.

Foreign Education: Must be evaluated by appropriate organizations to confirm U.S. equivalency.
