Role Overview

This long-term, on-site Senior Program Manager role in Washington, DC involves steering complex, large-scale programs and projects from launch through closeout. The position covers the full project management lifecycle, including initiation, planning, iterative development, testing, execution, tracking, control, and final handoff. The role acts as the main technical contact for customers and partners closely with teams across infrastructure, application development, quality assurance, change management, and customer support.

Key Responsibilities

  • Develop and sustain effective working relationships with stakeholders, leadership, and software or service vendors to support successful delivery.
  • Offer strategic direction and practical expertise for software and hardware rollouts, IT systems, business workflows, and enterprise applications.
  • Manage day-to-day delivery activities, including defining outputs, building sprint plans, maintaining schedules, and organizing backlog priorities.
  • Assist with internal communications and help coordinate staffing plans and resource allocation.
  • Keep project objectives and deliverables aligned with business and stakeholder expectations.
  • Guide cross-functional teams through the full SDLC using Agile, Waterfall, and blended delivery approaches.
  • Prepare and maintain project plans, staffing plans, communication approaches, performance measures, and reporting dashboards to enable execution.
  • Create executive-ready communication plans and status updates for business and senior leadership.
  • Spot dependencies, capacity limits, and scheduling risks, then work with others to reduce issues and protect timelines.
  • Share project status, decisions, action items, risks, issues, and timeline changes across the portfolio.
  • Build presentations, briefings, and steering committee materials for executive audiences as needed.
  • Lead, coach, and encourage team members with clear direction, timely updates, and continuous support to improve outcomes.

Qualifications

  • A bachelor’s degree in Computer Science, Business, Finance, Information Technology, or a similar discipline is required.
  • PMP, PMI-ACP, CSM, or an equivalent Agile certification is required.
  • At least 12 years of project management experience, with a track record of delivering several concurrent initiatives of varying size and complexity.
  • Successful history of leading at least four enterprise implementations spanning multiple years.
  • Hands-on experience managing work in Agile settings and applying Agile methods and practices.
  • Strong leadership ability with a focus on trust-building, team motivation, collaboration, and continuous improvement.
  • Background in coaching and mentoring colleagues, including giving constructive feedback verbally and in writing.
  • Excellent communication, organization, problem-solving, and stakeholder management abilities.
  • Comfort using MS Office, Microsoft Project, Microsoft Visio, and Atlassian Jira and Confluence.
  • Solid understanding of SDLC, project governance, risk management, and enterprise technology environments.
  • Preference will be given to candidates with experience in SaaS/PaaS platforms, infrastructure modernization, or digital transformation programs.
  • Experience with federal, state, or large enterprise organizations is preferred.
  • Working knowledge of change management and quality assurance practices is preferred.
