About the Role

Join the Corporate Learning Centre within the Human Resources Division of Singapore Airlines as a key professional responsible for managing and enhancing the end-to-end functioning of the learning and development ecosystem. This position focuses on delivering exceptional learner experiences, maintaining operational excellence, ensuring regulatory adherence, handling government supported training schemes, performing learning analytics, and fostering strategic partnerships for workforce development.

Key Responsibilities

  • Oversee all operational aspects of learning programs for ground staff, including managing registrations, scheduling, and resource planning to facilitate smooth program execution.
  • Lead and manage the learning operations team along with overseeing learning facilities and assets, encompassing procurement, inventory oversight, and upkeep.
  • Design and continuously refine the complete learner journey from enrolment stages through certification achievements.
  • Establish service level agreements, manage helpdesk support, and efficiently resolve operational issues.
  • Create mechanisms for capturing learner feedback and employ data to drive improvements for better learner satisfaction.
  • Act as the primary liaison for government agencies such as SkillsFuture Singapore, Workforce Singapore, and the Ministry of Manpower.
  • Administer Training Partner Gateway profiles, handle submissions, and manage program administration tasks.
  • Accurately prepare, verify, and submit training grant claims and funding documents punctually.
  • Coordinate audit and inspection activities, monitor regulatory policy changes, and update standard operating procedures to remain compliant with quality and regulatory standards.
  • Budget management responsibilities, including manpower, facilities, technology, vendors, and learning resources, with quarterly forecasting, variance analysis, and cost optimization.
  • Track spending and utilization of funds, maximizing government subsidies and training grants.
  • Monitor, analyze, and report departmental learning metrics and KPIs, prioritizing automation of data gathering and analytics.
  • Ensure robust data governance practices through validation, reconciliation, quality assurance, and timely external and regulatory reporting.
  • Represent the Learning function in the Company Training Committee, collaborating with unions, management, and business leaders to identify skills gaps, develop skills roadmaps and career pathways, assist in funding applications, project execution, and stakeholder communications.

Qualifications & Skills

  • A university undergraduate degree in any field.
  • Preferred certifications include Advanced Certificate in Training and Assessment or Advanced Certificate in Learning and Performance.
  • Additional advantageous qualifications include a Diploma in Adult and Continuing Education or a Diploma in Design and Development of Learning for Performance.
  • Competency with MS Office applications, especially Excel's pivot table feature.
  • Experience with administrative roles on SuccessFactors Learning Management System is preferred.
  • Strong customer service orientation.
  • Intermediate skills in business writing and design.
  • Proficient collaboration and coordination with internal stakeholders and external vendors.
  • Critical thinking and problem-solving capabilities to analyze situations and offer effective solutions.
