Primary Responsibilities
- Develop and contribute to contingency and continuity security plans, ensuring regular testing of emergency systems at WFP facilities in-country.
- Coordinate with the UN Department of Safety and Security and national security entities, regularly attending security operation meetings to keep management and staff updated.
- Offer operational support to meet compliance with Minimum Operational Security Standards (MOSS) and Minimum Operational Residential Security Standards (MORSS).
- Oversee access control procedures to ensure the safety and security of WFP personnel and visitors consistent with United Nations Security Management System best practices.
- Assist in managing the security budget and procurement to optimize resource allocation and cost efficiency.
- Manage security equipment, ensuring it is properly issued, maintained, and compliant with security standards.
- Collaborate with Human Resources on recruitment, contracts, and capacity building to adhere to policies.
- Monitor local security conditions and report potential impacts on WFP operations to supervisors.
- Produce accurate and timely security reports to support senior leadership's situational awareness.
- Provide security briefings to new staff regarding local risks and security protocols.
- Support training efforts to enhance security skills for WFP personnel and partners.
- Assist supervisors during emergency situations to address evolving security needs.
Qualifications and Experience
- University degree in Security Management, International Relations, Law Enforcement, or a related discipline, or an advanced university degree in a similar field.
- Minimum of one year in security management, handling complex operations especially in conflict or post-conflict environments.
- Experience in engaging with armed groups, governmental agencies, and communities to facilitate humanitarian access.
- Proven capability in team leadership, mentoring junior staff, and overseeing contracted security services in high-risk contexts.
- Familiarity with United Nations Security Management System (UNSMS) policies and procedures is advantageous.
Language and Skills
- Fluency in English and Somali (proficiency level C or equivalent).
- Strong understanding of security management principles with knowledge of best practices and procedures.
- Ability to analyze information effectively to support decision-making and develop practical solutions.
- Excellent communication skills adaptable to diverse situations and audiences.
- Experience in conducting effective briefings and security training tailored to participant needs.
- Familiarity with general business principles and quick adaptability to UN/WFP-specific procedures and systems.
- Proficiency in Microsoft Windows and Office applications including Word, Excel, PowerPoint, and Outlook.
