Role Overview
As an integral member of NTUC's Digital Solutions & Services team, the Project Manager will aid the Director in steering digital initiatives from conception through to completion. The position requires comprehensive project lifecycle management, ensuring deadlines and budgets are met while maintaining quality and stakeholder satisfaction.
Key Responsibilities
- Lead and oversee digital projects from initiation through delivery phases.
- Develop budgets, draft approval documentation and project charters, and manage the approval workflow.
- Evaluate and negotiate contract terms with project vendors.
- Prepare detailed project schedules; coordinate activities, resource allocation, budgets, and payment plans.
- Utilize project management tools to monitor project timelines and ensure adherence to plans.
- Make informed decisions when presented with multiple approaches to advance projects.
- Participate directly in technical solution discussions.
- Keep senior leadership informed about project status, milestones, risks, and impacts regularly and as needed.
- Implement quality assurance measures to uphold project standards throughout development stages.
- Guarantee thorough documentation for each project phase including requirements, functional specs, test strategies, and training materials.
- Act as the primary contact for vendors and manage their performance to meet contract terms and SLAs.
- Ensure smooth knowledge transfer between external suppliers and internal teams.
- Manage outsourcing arrangements to ensure successful project delivery and compliance.
- Coordinate efforts when multiple teams work on shared projects to maintain synergy.
- Identify and mitigate risks and liabilities across concurrent projects.
- Oversee coordination among multiple vendors to ensure seamless project execution.
Qualifications and Experience
- Post-secondary degree in Information Technology or related field with a minimum of 10 years in relevant roles.
- Certified PMP or CITPM credential.
- Proven track record in leading IT projects and prioritizing effectively to meet strict deadlines.
- Background in business or systems analysis, design, or programming.
- Experience managing complete system implementations and upgrades; familiar with IT best practices and standards such as ITIL, ISO 27001, and SDLC methodologies.
- Skilled in contract negotiation and tender documentation preparation.
- Strong understanding of computer systems, cybersecurity, networking, and database technologies.
- Highly self-driven with excellent capacity to work autonomously.
- Well-developed analytical, communication, and interpersonal abilities.
