Overview
We are seeking a Project Controls Division Manager based in Doha, Qatar, for a 36-month contract located onshore in Ras Laffan. This leadership position requires extensive experience in the Oil & Gas sector, overseeing project controls functions within major projects.
Qualifications & Experience
- Bachelor's degree in Sciences or Engineering.
- At least 12 years of experience in diverse project roles such as project management, engineering, procurement, and construction within the Oil & Gas industry.
- Minimum 3 years in project management leadership on significant Oil & Gas projects.
Technical and Business Expertise
- Strong background working with Oil & Gas companies, EPC contractors, subcontractors, vendors, and service firms.
- Comprehensive competence across all project phases including execution, startup, and handover, with technical issue management.
- In-depth knowledge of project scheduling, planning, cost control, risk management, change control, interface management, commissioning, and handover protocols.
- Familiarity with various engineering disciplines, international standards, specifications, and designs.
- Proven decision-making skills involving risk assessment methodologies.
Key Responsibilities
- Oversee and direct all project control divisions including scheduling, planning, reporting, change order cost estimation, and cost engineering.
- Develop project control procedures tailored to project requirements to support executive decisions.
- Lead coordination of project control activities across the Project Management Team and contractors.
- Ensure compliance with project control standards, focusing on schedule and progress monitoring.
- Facilitate communication between senior management, PMT members, and EPC contractors regarding cost and schedule performance.
- Manage project cost and schedule reporting, trend analysis, and progress tracking to identify potential issues.
- Evaluate project changes impacting schedule and costs, integrating approved changes into overall controls.
- Administer workforce planning and resource management to maintain consistency in decision-making.
- Monitor contractor deliverables for adherence to project control requirements and resolve discrepancies.
- Establish and maintain integrated planning systems compatible with project needs.
- Review contractor invoices for accuracy and resolution of disputes, ensuring alignment with audit standards.
