About the Role
Ambatt Contracting Company is looking for a seasoned Procurement Manager to spearhead its Procurement Department in Riyadh. The ideal candidate will bring extensive expertise in construction-related procurement, supply chain management, and vendor relations, along with a proven history of cost-saving achievements, procurement strategy development, contract negotiation, and handling procurement functions for large-scale construction projects in Saudi Arabia.
Responsibilities
- Lead and oversee the Procurement Department while formulating both annual and project-tailored procurement plans.
- Manage the entire Procure-to-Pay process including handling Purchase Requisitions, Requests for Quotations, technical/commercial bid evaluations, purchase orders, and ensuring timely material delivery.
- Authorize evaluations of bids and provide approvals for supplier selections based on technical and commercial assessment.
- Conduct price and contract negotiations covering payment terms, delivery timelines, and commercial terms with suppliers and subcontractors.
- Create, maintain, and assess the Approved Vendor List and continuously monitor supplier performance.
- Identify and manage Long Lead Items with appropriate contingency plans to prevent project delays.
- Drive initiatives aimed at cost optimization whilst maintaining quality standards, regulatory compliance, and project specifications.
- Collaborate closely with departments such as Project Management, Technical Office, Contracts, Finance, Warehouse, and Site operations.
- Utilize ERP systems, preferably Odoo ERP, to supervise procurement processes.
- Ensure adherence to Saudi Arabian regulations and standards including SABER, SASO, FASAH, Local Content rules, and Mostadam requirements as relevant.
- Generate procurement dashboards and management reports detailing procurement metrics, supplier evaluations, cost-saving results, risks, and delivery performance.
- Mentor and lead the procurement team fostering best practices and promoting a culture of continuous process enhancement.
Requirements
- A minimum of 10 years' professional experience in procurement and supply chain management, ideally within the construction sector.
- Demonstrated experience managing procurement for construction projects specifically in Saudi Arabia.
- Expertise in sourcing MEP materials such as Fire Fighting Systems, HVAC, Plumbing and Drainage, Sanitary Ware, Low Current Systems, BMS, Fire Alarm Systems, Electrical Cables, LV Panels, Lighting Fixtures, Cable Trays and Trunking, as well as EMT & PVC conduits and fittings.
- Sound understanding of Civil and Architectural construction materials.
- Competence in supplier relationship management, contract negotiations, procurement planning, and supply chain efficiency improvements.
- Prior work on government or large-scale construction projects is highly desirable.
- Advanced skills in Microsoft Excel, ERP applications, and procurement reporting tools.
- Excellent English communication abilities, both written and verbal.
- Strong leadership qualities, keen decision-making aptitude, analytical and problem-solving skills.
- Ability to simultaneously manage multiple projects and lead procurement teams in a demanding environment.
Preferred Qualifications
- Bachelor’s degree in Engineering, Supply Chain Management, Business Administration, or related discipline.
- Additional certifications such as CIPS, CPSM, CSCP, PMP, MBA, Lean, or Six Sigma are advantageous.
