Human Resources Specialist

About the Role

Musco Lighting's Saudi Arabia team is seeking a dedicated Human Resources Specialist to join our office in Dammam. This critical HR position involves managing daily HR functions, coordinating talent acquisition efforts, facilitating employee lifecycle management, and overseeing government portal usage. The ideal candidate possesses in-depth familiarity with Saudi labor laws, recruitment methodologies, and HR information systems—enabling them to foster strong relationships across departments.

Primary Duties and Responsibilities

• Handle employee onboarding, position transfers, contract renewals, and offboarding operations efficiently.
• Maintain comprehensive and accurate employee files and records.
• Draft and prepare essential HR documents such as employment contracts, letters, and employee certificates.
• Support payroll processes by ensuring precise maintenance of employee-related data, attendance logs, leave records, and salary updates.
• Assist in managing employee relations and provide counsel on organizational policies and procedures.

Recruitment & Talent Acquisition

• Oversee the entire recruitment process for job openings within Saudi Arabia.
• Collaborate with hiring managers to determine staffing requirements and design recruitment strategies.
• Advertise vacancies, source suitable candidates, screen resumes, schedule interviews, and manage offer stages.
• Maintain pipelines of candidates and track recruitment metrics to optimize hiring outcomes.
• Facilitate onboarding initiatives to create a welcoming experience for new employees.
• Engage in career fairs, networking events, and other programs to attract talent.

Government Portals & Compliance

• Administer HR-related government portals including Qiwa, GOSI, Mudad, and Muqeem.
• Ensure that all practices are compliant with Saudi Labor Law and internal policies.
• Manage employment documentation, work permits, contract registrations, and Saudization mandates effectively.

HR Systems and Processes

• Maintain the integrity of HR information systems and employee data.
• Support initiatives to implement and enhance HR processes and systems.
• Develop and update HR procedures, workflows, and documentation as needed.
• Identify and pursue opportunities to improve employee experience and operational efficiency.

Candidate Qualifications

• Bachelor’s degree in Human Resources, Business Administration, or a related discipline.
• Minimum 2 to 4 years of HR experience in Saudi Arabia, covering both operations and recruitment.
• In-depth knowledge of the Saudi labor laws and employment practices.
• Hands-on experience managing government platforms such as Qiwa, GOSI, Mudad, or equivalents.
• Exceptional organizational capabilities and meticulous attention to detail.
• Proficient in Microsoft Office suite and HR management systems.
• Strong bilingual communication skills in Arabic and English.
