Health Policy Analyst II - Dental Program

Introduction

This position is exclusively available to current employees within the Maryland Department of Health's Office of Medical Benefits Management. Located at the MDH Dental Clinics and Labs in Baltimore, MD, the role focuses on policy design, evaluation, and research relating to the Maryland Healthy Smiles Dental Program.

Main Responsibilities

The incumbent will lead the development, analysis, and updating of statewide policies and data reports for the Maryland Healthy Smiles Dental Program. Additionally, the role involves aiding in the oversight of the Dental Benefits Administrator contract, which manages Medicaid coverage for roughly 1.6 million individuals. The analyst will serve as an expert advisor on dental health policy matters.

Minimum Qualifications

• Bachelor's degree from an accredited institution.
• At least two years of experience in evaluating, researching, and formulating health care services, policies, and programs.

Qualification Substitutions

• A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy, or a closely-related field may substitute for one year of experience.
• A Doctorate in these fields can substitute for the entire experience requirement.

Preferred Qualifications

• Experienced in crafting health policies, including State Plan Amendments and regulations.
• Skilled in analyzing complex datasets to detect trends and fiscal issues within healthcare programs.
• Experienced in the monitoring of large healthcare contracts.
• Knowledgeable about Medicaid policies, regulations, and standards at both state and federal levels.
• Experience in provider enrollment and outreach that supports healthcare network growth.
• Familiarity with Medicaid dental programs and relevant regulations is highly desirable.

• This recruitment is strictly limited to MDH Office of Medical Benefits Management employees.
• Candidates may need a valid Maryland motor vehicle operator’s license if assigned duties requiring driving.
