The Head of Risk is a top-level managerial position within financial service organizations regulated by the Abu Dhabi Global Market (ADGM). This executive role entails developing, implementing, and overseeing the enterprise-wide risk management strategy, ensuring identification, assessment, monitoring, and reporting of significant risks comply with the firm's risk appetite and FSRA regulatory frameworks (GEN, PRU, MIR rulebooks), among others. The position operates independently from profit-generating units, providing unbiased risk oversight and constructive challenge to senior leadership and the board.
Key Responsibilities
- Establish, deploy, and continuously refine a robust risk management framework that encompasses operational, market, credit, liquidity, legal, compliance, and reputational risks.
- Develop and periodically update the organization's risk appetite statement in collaboration with senior executives and the board, ensuring effective policies and procedures uphold this appetite.
- Supervise continuous risk tracking and deliver comprehensive risk reports to executive management and the board.
- Ensure prompt identification, escalation, and mitigation of emerging or substantial risks; assist internal governance through risk assessments and scenario analysis.
- Contribute to key regulatory exercises such as Internal Capital Adequacy Assessment Process (ICAAP) and mandated stress tests as required by PRU rules.
- Serve as the principal risk contact for the FSRA, facilitating full regulatory compliance and fostering transparent, proactive relations with the regulator.
- Support the preparation of regulatory filings related to risk, capital sufficiency, and financial robustness.
- Guarantee the independence, adequate resourcing, and integration of risk management functions within governance and operational structures.
- Engage actively in relevant governance committees like the Risk Committee and Asset-Liability Committee (ALCO), assisting the CEO and board in risk oversight duties.
- Assess risk implications of new products, business initiatives, or operational changes before implementation.
- Accept personal responsibility for the risk framework's design and effectiveness, acknowledging possible regulatory repercussions for lapses in oversight or reporting.
Candidate Profile and Requirements
- Academic degree in disciplines such as Risk Management, Finance, Economics, Accounting, Law, Mathematics, Engineering, or closely related fields.
- Substantial experience managing risk within exchanges, clearinghouses, capital markets, financial market infrastructures, or virtual asset domains.
- In-depth understanding of ADGM regulatory frameworks, including Market Infrastructure Rules and risk principles pertinent to financial market infrastructures.
- Proven capability in directing risk frameworks covering market, clearing, settlement, liquidity, collateral risks, and operational resilience.
- Experience in regulator engagement and effective communication with boards, senior executives, and other key stakeholders.
- Strong analytical skills paired with excellent communication, influence, and stakeholder management abilities.
- Forward-thinking risk leadership that aligns regulatory demands, business strategy, and operational risk controls.
- Decisive judgment with an aptitude for simplifying complex issues and providing constructive feedback in dynamic environments.
- Credible, confident communicator capable of engaging diverse high-level audiences and cross-functional teams.
