Role Summary
The Contract Transformation Director will lead strategic efforts to create a more consistent and durable approach to contract compliance within the Municipal Water business. This position calls for strong strategic thinking and team leadership to direct contract compliance reviews, contract changes, mobilization, remobilization, and demobilization work. The role also owns the governance, methods, practices, and day-to-day operations of the Mobilization Project Management Office (PMO), which oversees several mobilization-related projects at once and ensures contractual compliance and high-quality delivery.
What You Will Do
- Build the framework and tools needed to monitor and measure contract transformation progress.
- Shape the contract transformation program by defining the leadership model, team structure, time commitment, objectives, dependencies, risk approach, and implementation method.
- Create staffing plans for mobilization activities and steady-state operations, including staffing agency integration, labor optimization, and surge labor planning.
- Work with union rules and collective bargaining requirements.
- Partner in the design and rollout of digital tools used to identify and track contract deliverables.
- Review priority contracts to identify essential obligations, establish compliance baselines, and connect those obligations to digital tracking for long-term visibility.
- Apply change management practices to establish and roll out stronger methods for contract transformation.
- Lead, inspire, and develop the Contract Transformation team while also representing it on an executive committee.
- Use sound judgment and initiative to resolve issues, balance competing priorities, and meet deadlines within a team setting.
- Oversee projects so they finish on time and within budget.
- Communicate effectively through presentations, conversations, and interpersonal interactions with employees at all levels.
- Prepare clear, accurate, complete written materials, presentations, and reports.
- Collaborate with executive stakeholders to deliver outcomes aligned with Veolia North America strategy and timelines.
- Embed strong contract compliance practices into revised business development offerings.
- Set up the Mobilization and Transformation Office.
- Own the overall design, goals, schedule progress, dependencies, risks, and mitigation plans for mobilizations arising from the contract transformation program.
- Create and maintain process standards for mobilization, remobilization, and demobilization, including a framework for standard performance measures aligned with organizational goals.
- Maintain staffing plans for project launches, re-compete implementations, and project closeouts.
Qualifications and Experience
This role is suited to someone with at least 15 years of progressive experience in operations and maintenance or engineering environments. Candidates should bring substantial experience working alongside operations teams and leading departments and staff planning. A background in management consulting, project management, or internal continuous improvement roles is also expected. Strong commitment to legal, regulatory, and company-policy compliance is required. Experience in municipal water and/or wastewater treatment is highly desirable, along with knowledge of water treatment methods, water distribution, water reuse, and wastewater collection practices.

Work Environment and Travel
This is a remote role. The position involves prolonged sitting and computer-based work. Travel may be required up to 50% of the time.
