About the Role

Become part of the City of Medicine Hat as a Buyer II in a permanent full-time onsite capacity. Starting wage is set at $43.44 per hour, with relocation assistance available to support your transition. In this role, you'll lead competitive procurement processes that support essential municipal services and projects, collaborating closely with various departments to address operational needs, ensuring public funds are used responsibly and effectively.

Key Responsibilities

  • Review departmental requisitions for accuracy and completeness, engaging with stakeholders to identify suitable procurement strategies.
  • Create Tender and Request for Proposal (RFP) documentation and manage competitive procurement processes to secure optimal value.
  • Draft commercial documents for thorough and defensible evaluation of bids and proposals.
  • Analyze commercial and compliance aspects of submissions, review technical evaluations, and verify award recommendations align with policies and legislation.
  • Prepare, check, and release procurement award documentation.
  • Collaborate with City departments and consultants in developing specifications for tenders and RFPs.
  • Compile and distribute finalized contract agreements, ensuring appropriate approvals and signatures.
  • Customize tender documents when standard contracts do not fit specific procurement needs.
  • Maintain and update purchase orders accurately, including data entry and filing.
  • Stay current with vendor landscape and commodity requirements.
  • Assist in resolving disputes between departments and vendors alongside the Procurement Supervisor.
  • Undertake special projects and administrative duties as assigned.

Qualifications & Skills

  • High school diploma or equivalent educational credential.
  • Enrollment in or completion of the Supply Chain Management Professional (SCMP) designation through Supply Chain Canada.
  • At least four years of procurement experience, preferably within the public sector.
  • Proficient knowledge of public-sector tendering processes, common law, tendering law, and relevant provincial legislation.
  • Familiarity with purchasing and materials management principles as well as analytical and evaluation methodologies.
  • Strong ability to balance legal, organizational, and policy requirements while managing multiple priorities in a high-volume environment.
  • Excellent verbal and written communication skills, comfortable engaging with senior leadership, internal teams, and vendors.
  • Proficient with Microsoft Office and adaptable to ERP systems and other corporate applications.
  • Demonstrated ethical standards, discretion, sound judgment, and decision-making skills.
