Manager, IT Development (Oracle Fusion)

Role overview

This position leads Oracle Fusion Cloud development within the IT Development function at Saudi National Bank (SNB). It is responsible for steering the build, enhancement, integration, and support of Oracle Fusion applications so they stay aligned with business priorities, enterprise architecture direction, and regulatory obligations. The role also provides technical guidance, coordinates internal teams and external partners, and ensures successful delivery across Finance, Human Capital Management (HCM), Procurement, and other enterprise areas.

Key responsibilities

• Direct Oracle Fusion development squads handling enhancements, integrations, custom extensions, and production support.
• Set the technical approach, development standards, and recommended practices for Oracle Fusion Cloud solutions.
• Work closely with business stakeholders, Enterprise Architecture, EPD, Information Security, and IT Operations to deliver effective business solutions.
• Own the full software delivery lifecycle, from solution design and coding through testing, rollout, and after-go-live support.
• Handle release planning, patching, upgrades, and related impact evaluations for Oracle Fusion.
• Make sure all solutions comply with enterprise architecture rules, security controls, audit expectations, and banking regulations.
• Evaluate and sign off on solution designs, integrations, custom developments, and extensions.
• Coordinate with third-party vendors and implementation partners to maintain quality and keep delivery on schedule.
• Track platform performance, application uptime, and service levels, and ensure production issues are resolved promptly.
• Promote continuous improvement by applying Oracle Fusion Cloud best practices and new technology approaches.
• Coach technical staff, build team capability, and encourage innovation and ongoing learning.

Education and experience

A bachelor’s degree in Computer Science, Information Technology, Software Engineering, or a related field is required. A master’s degree is considered an added advantage.

The role calls for at least 8 years of experience in enterprise application development, implementation, and support, including no less than 5 years in a leadership or management position overseeing application development teams. Demonstrated delivery of Oracle Fusion Cloud solutions in large organizations, preferably within banking or financial services, is expected.

Technical expertise

• Strong working knowledge of Oracle Fusion Cloud architecture and the application development framework.
• Practical experience with Oracle Integration Cloud (OIC), REST/SOAP APIs, and Oracle Fusion integration methods.
• Exposure to Oracle Visual Builder (VB/VBCS), BI Publisher, OTBI, HDL, and FBDI.
• Understanding of Oracle Fusion extensibility, security architecture, and application setup.
• Java and PL/SQL knowledge is preferred.
• Comfort working with DevOps tooling, CI/CD pipelines, and source control systems.
• Solid awareness of cloud security, identity and access management (IAM), and data protection practices.

Preferred certifications

• Oracle Cloud Infrastructure (OCI) Foundations Associate.
• Oracle Fusion Cloud Applications certification in one or more functional areas such as Financials, HCM, or Procurement.
• Oracle Integration Cloud (OIC) certification.
