About the Role

Parsons is hiring a seasoned Forensic Delay Analyst to join its project controls and claims management function in Tabuk, Saudi Arabia. The position focuses on investigating project delays, measuring their effect, and supporting claims work on major infrastructure and large construction programs.

This role calls for a strong analytical approach to rebuilding complex project timelines from legacy records, schedule data, and project documentation. The work is carried out within the context of Saudi procurement requirements and international contracting practices.

Key Responsibilities

  • Carry out retrospective delay assessments using recognized methods such as As-Planned vs As-Built, Impacted As-Planned, Time Impact Analysis, and Collapsed As-Built, aligned with SCL Delay and Disruption Protocol and AACE guidance.
  • Review baseline schedules, monthly updates, and revised plans to evaluate critical path movement, near-critical activities, and concurrent delay scenarios.
  • Prepare, assess, and defend Extension of Time claims and disruption submissions, including detailed forensic schedule analysis reports and formal position papers.
  • Rebuild project chronology from incomplete or historical records such as daily reports, meeting notes, correspondence, and progress photographs.
  • Work with project controls and construction teams to spot schedule risks early, measure effects on milestones, and recommend mitigation actions.
  • Support dispute resolution efforts by assisting project leadership and legal counsel in negotiations, mediation, arbitration, and litigation.
  • Translate complex delay findings into clear presentations for executives, legal teams, and client stakeholders.

Required Experience and Knowledge

  • At least 10 years of hands-on experience in construction scheduling, project controls, and forensic delay analysis for major projects, high-value infrastructure, or urban development.
  • Prior work experience in Saudi Arabia is essential.
  • Experience in the Tabuk region or other major gigaproject environments is highly advantageous.
  • Strong knowledge of FIDIC contract forms and Saudi government procurement laws is required.
  • Advanced proficiency with Primavera P6, including logic analysis and database management, as well as delay-analysis tools such as Acumen Fuse.
  • Ability to handle large, messy data sets and turn them into clear chronological records.
  • Objective decision-making backed by contract mechanics and documentary evidence.
  • Excellent written and spoken English; working Arabic skills are an advantage.

Education and Certifications

  • Bachelor’s degree in Civil Engineering, Construction Management, Quantity Surveying, or a closely related technical discipline.
  • Postgraduate study or a diploma in Construction Law is considered a strong plus.
  • Professional credentials such as AACE-PSP, AACE-CFCC, or MRICS are highly preferred.

The company also states that it values representation across all levels regardless of race, color, religion, sex including pregnancy, national origin, age, disability, or genetic information.
