Role Summary

The purpose of this position is to record, review, correct, and maintain biweekly regular and contractual payroll and leave records for the Department of Natural Resources. The work must comply with COMAR and the State Personnel and Pensions requirements, and payroll must be processed and paid on schedule according to the Statewide Payroll Procedures Manual and SPS/CPB pay calendars. When all required HR actions are entered in Workday in a timely manner and an employee still does not receive a salary advance as required, the payroll associate will complete the paperwork as soon as it is requested. The role requires strict confidentiality in all payroll and personnel matters handled on a daily basis.

Key Duties

  • Create training resources, step-by-step guides, checklists, and similar materials to help staff build the knowledge and skills needed for their jobs.
  • Act as the Workday Payroll Partner and support or lead payroll processing activities.
  • Support the Workday Timekeeper function by making sure leave is recorded correctly and that any changes are properly documented.
  • Prepare and review reports for fiscal officers, Human Resource Services staff, Department of Budget and Management staff, and/or DNR employees.
  • Investigate payroll concerns and work toward timely resolution.

Minimum Qualifications

Applicants must have completed high school or earned a high school equivalency certificate. They must also have five years of administrative, staff, or professional experience.

Selective Qualification

Applicants who are not qualifying through an approved substitution must have at least one year of payroll and/or timekeeping experience.

Education and Experience Substitutions

  • Up to four years of the required experience may be replaced by 30 college credit hours from an accredited college or university for each year.
  • A bachelor's degree from an accredited college or university plus one year of administrative, staff, or professional experience may replace the full experience requirement.
  • A master's degree from an accredited college or university may replace the full experience requirement.
  • Relevant U.S. Armed Forces commissioned officer experience involving staff work, administration of rules, regulations, policies, procedures, processes, or coordination of unit operations may be substituted on a year-for-year basis.
