About the role
As the Enterprise Data Manager, you will take the lead in shaping and delivering the organisation’s approach to data governance. You will design and roll out the frameworks, policies, and procedures that safeguard data integrity, strengthen security, and enable effective use of information across Tauranga City Council. This senior position sits within Digital Services and plays an important part in improving data standards, lifting data quality, and fostering a stronger data-led culture.
This role gives you the chance to influence how the Council protects, manages, and leverages data so it can make better decisions for the city and the wider community.
What you will do
- Develop and lead enterprise-wide data governance arrangements that align with data strategy, policies, standards, and regulatory obligations.
- Improve data quality practices, including stewardship, lifecycle control, classification, retention, and archiving.
- Set up and maintain an enterprise data catalogue to improve understanding of data, its lineage, classification, and use.
- Partner with teams across the Council to clarify data ownership, stewardship responsibilities, and accountability.
- Encourage data literacy, contribute to communities of practice, and support organisation-wide data-informed decision-making.
What you need to succeed
To be successful, you will bring substantial senior-level experience in data governance, data management, and/or data quality, along with a strong track record of developing and implementing enterprise data strategies in complex environments.
- A qualification in computer science, information management, data science, or a closely related area.
- A solid understanding of data privacy laws and security practices.
- Leadership capability, including the ability to guide, develop, influence, and engage others.
- Excellent communication, teamwork, and problem-solving abilities.
- The ability to work across a range of business areas and turn complex data concepts into practical outcomes for the organisation.
Experience supporting cultural change, building a data-driven culture, working with data architecture or modelling principles, or operating in large ERP environments such as SAP would be an advantage.
