Role Summary
The Technical Writer will craft polished, technically sound, and client-oriented proposals for Total Integrated Facilities Management (TIFM) opportunities. This position calls for strong writing ability, bid storytelling, proposal layout expertise, and the skill to interpret RFPs and operational inputs into persuasive submissions that are both accurate and visually compelling.
Beyond drafting content, the role also involves shaping the overall presentation of technical proposals so they are structured, professional, and easy to evaluate. The final documents should effectively combine text with visuals such as diagrams, photos, tables, workflow charts, and project-specific narratives.
RFP Review and Project Comprehension
- Study tender documents in detail, including scope statements, service specifications, drawings, asset inventories, SLAs, KPIs, schedules, and all returnable items.
- Write a clear project understanding section that reflects the client’s facility profile, service expectations, operating challenges, key risks, priorities, and intended outcomes.
- Map the complete TIFM scope, covering hard services, soft services, asset management, helpdesk, CAFM, reporting, quality, HSE, mobilization, and specialist subcontracted services where relevant.
- Capture critical project data such as contract length, site locations, service coverage, working hours, manpower needs, deliverables, performance expectations, and compliance requirements.
- Convert detailed RFP requirements into structured technical strategies and response content.
Technical Proposal Development
- Take ownership of end-to-end technical proposal writing for TIFM bids.
- Create project-specific narratives covering project understanding, service delivery approach, mobilization planning, manpower allocation, organization structure, CAFM methodology, asset management, planned preventive maintenance, reactive maintenance, emergency response, quality, HSE, reporting, sustainability, innovation, and continuous improvement.
- Develop technical sections for hard services such as HVAC, electrical systems, plumbing, civil works, building fabric, fire systems, elevators, generators, pumps, water systems, and MEP assets.
- Draft technical content for soft services including cleaning, housekeeping, waste handling, landscaping, pest control, hygiene services, and general support activities.
- Transform raw inputs from operations, estimating, HSE, quality, procurement, and HR into refined proposal copy ready for client submission.
Proposal Design and Visual Presentation
- Present technical submissions in a professional and visually engaging format that supports evaluation.
- Strengthen proposal appearance through well-organized layouts, section formatting, icons, diagrams, process flows, tables, charts, photographs, infographics, and summary visuals.
- Choose and place project-related images, site photographs, equipment visuals, service illustrations, and workflow graphics that reinforce the written message.
- Build covers, section tabs, methodology pages, dashboards, organization charts, mobilization schedules, reporting samples, and service delivery models.
- Ensure all documents comply with brand standards, formatting rules, and client submission instructions.
- Deliver submissions that look modern, structured, and suitable for high-value TIFM tenders.
Storytelling and Bid Messaging
- Shape a persuasive proposal narrative that positions the company as the best fit for the assignment.
- Organize the proposal in a logical sequence, beginning with project understanding and moving through risks, solution, methodology, resources, controls, added value, and expected results.
- Turn technical information into concise, compelling messages that evaluators can quickly grasp.
- Emphasize company strengths, project-specific solutions, practical lessons learned, operational benefits, innovation, and value-added advantages.
- Avoid generic wording by tailoring every proposal to the client and bid requirements.
Compliance and Bid Coordination
- Develop and maintain compliance matrices to confirm that every RFP requirement is covered.
- Work with estimating, operations, HSE, quality, procurement, HR, finance, and subcontractors to gather correct technical information.
- Monitor required technical deliverables and make sure they are completed before submission deadlines.
- Assist with clarification replies, assumptions, technical deviations, tender forms, and returnable schedules.
- Check final submissions for compliance, consistency, completeness, and professional quality.
Content Library and Continuous Improvement
- Maintain and upgrade the organization’s proposal library, including methodologies, case studies, CVs, organization charts, project references, method statements, templates, visuals, and standard service descriptions.
- Create reusable graphics, tables, layouts, and visual assets that can be adapted for future TIFM bids.
- Document lessons learned from submissions, client comments, and technical evaluation outcomes.
- Continuously enhance proposal quality, readability, visual strength, and scoring potential.
Qualifications
A bachelor’s degree in Engineering, Facility Management, Business Administration, English, Technical Writing, Design, Communications, or a closely related discipline is required. Professional certification in Facility Management, Project Management, Proposal Management, Technical Writing, or Graphic Design is preferred.
Skills and Tools
- Advanced English writing, editing, and proofreading ability.
- Capability to review, interpret, and summarize RFP documentation.
- Strong understanding of project requirements and technical details.
- Well-developed bid storytelling and persuasive writing skills.
- Working knowledge of TIFM service delivery frameworks.
- Sound understanding of hard and soft FM services.
- Ability to produce attractive, client-ready proposal documents.
- Solid formatting and document design capability.
- Skill in using photos, diagrams, charts, tables, icons, and process maps to improve presentation quality.
- Proficiency in Microsoft Word, PowerPoint, and Excel for proposal development.
- Exposure to Canva, Adobe InDesign, Illustrator, Photoshop, Visio, or similar design tools is beneficial.
- Ability to create organization charts, mobilization plans, dashboards, timelines, process maps, and visual service models.
- Capacity to manage several bids at once under demanding deadlines.
- Strong collaboration and communication skills.
- Arabic writing ability is an added advantage.

This is an onsite position based in Dammam, Eastern, Saudi Arabia.
